About this file

This Addendum No. 1 document, issued by the City of Leesburg, Florida on September 8, 2025, clarifies key requirements for the Professional Engineering Consulting Services Request for Qualifications (RFQ-2502503). The addendum addresses three critical inquiries from interested consultants regarding scope submission flexibility. Notably, the City clarified that firms are not required to provide services across all five listed discipline areas (stormwater, site/civil, transportation/traffic, utility systems and infrastructure, and landscape architecture/structural engineering). Instead, firms may submit qualifications for one or multiple specialized disciplines of their choosing. Additionally, the City confirmed that the Utility Systems and Infrastructure scope encompasses only "outside the fence" services related to collection and distribution systems, explicitly excluding "inside the fence" services at municipal water and wastewater treatment plants. All responding consultants must include a signed copy of this addendum in their submission, and electronic submissions previously uploaded to OpenGov should be revised to incorporate the addendum. The submission deadline remains October 14, 2025, with evaluation of submittals scheduled for October 21, 2025, and award recommendations to be posted by October 31, 2025.

The addendum emphasizes that submission of qualifications constitutes acknowledgment and receipt of this addendum, and the City will treat all received statements of qualifications as though consultants have received and acknowledged the clarifications provided. This addendum becomes an integral part of the RFQ document and supersedes any conflicting language in the original solicitation materials.

Text version

DATE: September 8, 2025 TO: All Interested Consultants and Other Interested Parties FROM: Hosea Goodwyn, Senior Buyer

The City makes the following changes, additions, deletions, information, and/or clarifications, and now considers the addendum a part of the Request for Qualifications (RFQ) document. The Consultant must include a signed copy of this document in their submittal. If the Consultant has already uploaded their submittal to OpenGov, the Consultant should revise their electronic submittal to include this addendum. In any case, the submission of the statement of qualifications is an acknowledgment of receipt of the addendum. The City will construe all statement of qualifications received as though the Consultant has received and acknowledged the addendum.

Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.

Q1. To submit, are you required to do all of the areas, 1-5 (on pages 24 and 25), or can you submit for only 1 discipline?

A1. Firms are not required to provide services in every listed area.

Q2. Is it the City’s intent to select firms to provide services in all the listed categories, or will the City select firms that would like to specialize in one or a few (but less than all) categories (e.g.

can a firm submit on Site/Civil and Utility Systems and Infrastructure and not Transportation)?

A2. See A1.

Q3. Could the City please clarify the scope of services for Utility Systems and Infrastructure?

Does this include only “outside the fence” services of collection and distribution systems, or does it also include “inside the fence” services at the City’s water and wastewater treatment plants?

A3. Outside the fence services.
