About this file
This is Addendum #1 to Request for Proposals #2023-003 issued by the City of Tucker, Georgia for a housing study project. The addendum provides clarifications to fifteen questions submitted by prospective consultants regarding the scope, requirements, and expectations for delivering a data-driven housing study to inform local housing market decisions and identify housing needs. The project requires the selected consultant to conduct residential parcel inventory analysis within a city-defined radius, perform peer city comparisons with up to three comparable DeKalb County municipalities, facilitate three public meetings with the Mayor and City Council (preferably in-person with virtual Zoom options available), and coordinate with city staff on stakeholder engagement. The City of Tucker will provide geographic information system (GIS) data and permitting software data from BS&A to the awarded consultant and will assist with stakeholder contact coordination. The consultant will advise the city on the appropriate geographic perimeter for the housing inventory analysis and should address residential areas adjacent to the city boundary that could be subject to future annexation and impact housing market analysis.
The City of Tucker defers pricing to the consultant's market rate assessment and does not have a predetermined not-to-exceed budget for the project. Cost proposals must be submitted as part of the complete proposal submission rather than as a separate document. Project funding derives from the city budget. The addendum references a 2018 Housing Density Study previously conducted by consultant Jerry Weitz of Jerry Weitz & Associates, Inc., which may provide relevant historical context for the current study. Vendors are not required to include the full published RFP document in their submissions, only their responses and required acknowledgment forms. Questions regarding project resources not available on the city website can be obtained through the city's open records request portal at tuckerga.justfoia.com.

RFP #2023-003 - ADDENDUM #1
1. Q: Do you have a not-to-exceed budget identified for this project? A: The city defers to the consultant on what the market rate is for the project.
2. Q: Can the City provide the consultant a comprehensive database of residential parcels? A: We can provide data from GIS and our permitting software, BS&A to awarded consultant.
3. Q: Does the City expect the “3 public meetings with Mayor and City Council” to be facilitated in person, virtually, or a combination? A: Our meetings have a zoom option, but we would prefer the consultant to be in person.
4. Q: Has a Steering Committee been formed for the project? Who is represented on that committee. A:
Not at this time.
5. Q: Was a consultant hired to conduct the 2018 Housing Density Study? Who was that consultant? A:
Yes, Jerry Weitz of Jerry Weitz & Associates, Inc.
6. Q: Will the City be available to help with contacting stakeholders? A:Yes
7. Q: The RFP mentions inventory within a “one-to-two mile radius of the city”. Has this perimeter already been established? What criteria have been (or should be) considered when determining this perimeter? A: The selected consultant will advise the city on the best radius.
8. Q: Regarding “potential areas for annexation” is the city looking for an infrastructure assessment? A:
No, but there are residential areas nearby that could be annexed at some point that would impact the housing study. This includes several multifamily developments immediately adjacent to our boundary.
9. Q: Regarding the “peer city comparison”, is there a collection of cities that Tucker looks to as comparable for comparison? How many cities do you expect be the focus of a peer city comparison?
A: We consider other nearby DeKalb cities as peer cities. I do not have an exact number in mind, but likely up to 3.
10. Q: What is the source of funding for the project? A: City budget.
11. Q: What is the total project budget? A: The city defers to the consultant on what the market rate is for the project.
12. Q: Should the cost proposal be submitted as part of the full proposal or in a separate document? A:
As part of the full proposal.
13. Q: The case studies and personnel experience on page 3 of 5, does it refer to past experience? A: Yes
14. Q: Are all the resources listed on page 4 of 5 available online? A: Not on tuckerga.gov but available via Open Records Request.

15. Q: Are vendors submitting the whole RFP as part of the submittals? A: The vendor does not need to include the full RFP document that was published, just your responses and the required forms.
