About this file

This is an Addendum document issued by the Florida Department of Environmental Protection (FDEP) for the New ECAT Facility Project in Escambia County, Florida. The addendum establishes area-specific soil management requirements for all excavation, grading, filling, and related earthwork activities within designated work zones. The project involves infrastructure installation for a new ECAT facility that will support an Administration Building, Bus Wash, Fuel Depot, and Maintenance Building along Clarinda Lane in Pensacola, Florida, between Pace Boulevard and Palafox Street. The licensed Underground or Utility Contractor selected for this CDBG-DR funded project must adhere to strict soil segregation protocols outlined in the addendum.

The key contractual requirement stipulates that soil excavated from designated areas—specifically identified as the Blue Area and Orange Area on project plans—must remain segregated within their respective zones throughout all phases of work. Soil may only be transported outside its designated area if it is removed from the project site entirely and disposed of at an approved landfill or other legally authorized facility. The contractor bears full responsibility for maintaining soil separation and is prohibited from commingling soils between designated areas. Any unauthorized relocation or commingling of soils must be corrected by the contractor at no additional cost to the Owner, establishing clear accountability for compliance with environmental and groundwater delineation standards established by FDEP.
