About this file
This is a Project Manual for Bid Package One prepared by Architectural Design Group, Inc. for the Escambia County Board of County Commissioners for the construction of a new Escambia County Area Transit (ECAT) facility located at 100 Clarinda Lane, Pensacola, Florida 32505. The project includes the design and construction of an Administration Building, Bus Wash, Fuel Depot, and Maintenance Building. The work will be conducted in one phase under a single prime contract awarded to a general contractor with a base bid and one alternate bid option. The manual establishes comprehensive general requirements and specifications for Division 01 (General Requirements) and Division 26 (Electrical) work, including detailed procedures for allowances, unit prices, alternates, substitutions, project management, construction progress documentation, submittal procedures, quality requirements, temporary facilities, and closeout procedures. The contract requires coordination meetings at weekly intervals, submission of a Contractor's Construction Schedule within 30 days of commencement, and adherence to on-site work hours generally from 7:00 a.m. to 5:00 p.m., Monday through Friday. Owner occupancy of completed areas may occur before Substantial Completion, provided mechanical and electrical systems are fully operational and required inspections are successfully completed.
The specifications include one lump-sum allowance of $12,000 to connect utilities to rough-in locations and establish two unit price items for potential additional work: granular base placement on a cost-per-cubic-yard basis and four-inch PVC conduit installation on a cost-per-linear-foot basis, should subgrade compaction testing fail. Alternate Bid No. 1 is deductive and involves moving bus parking east and replacing an underground detention tank with a surface detention tank if Bid Package No. 2's alternate for reducing maintenance building bus bays from seven to five is accepted. The project requires compliance with industry standards, CSI/CSC MasterFormat specifications, and all applicable regulations and codes. The Contractor must provide quality control services, including submission of a Quality-Control Plan within ten days of the Notice of Award, maintain a testing and inspection log, and ensure all submittals are reviewed and approved before use in construction. Owner-furnished products will be delivered according to the Contractor's Construction Schedule, with the Contractor responsible for receiving, protecting, and installing these items. The manual does not address specific pricing terms, set-asides, funding sources, or contract award dates within the provisions summarized.

A. Specification Format: The Specifications are organized into Divisions and Sections using the
16-division format and CSI/CSC's "MasterFormat" numbering system.
1. Section Identification: The Specifications use Section numbers and titles to help cross-referencing in the Contract Documents. Sections in the Project Manual are in numeric sequence; however, the sequence is incomplete because all available Section numbers are not used. Consult the table of contents at the beginning of the Project Manual to determine numbers and names of Sections in the Contract Documents.

Documents is abbreviated. Words and meanings shall be interpreted as appropriate.
Words implied, but not stated, shall be inferred as the sense requires. Singular words shall be interpreted as plural, and plural words shall be interpreted as singular where applicable as the context of the Contract Documents indicates.
2. Imperative mood and streamlined language are generally used in the Specifications.
Requirements expressed in the imperative mood are to be performed by Contractor.
Occasionally, the indicative or subjunctive mood may be used in the Section Text for clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by others when so noted.
