About this file
This document is Addendum #1 to the Invitation for Bid for the Durango-La Plata County Airport Upper Overflow Parking Lot Reconstruction project, issued by the City of Durango Financial Services Department. The addendum covers details from a pre-bid meeting held on January 16, 2024, and provides clarifications and modifications to the original bid documents. The project's estimated construction start date is between May 15 and June 1, 2024, with a substantial completion timeframe of 60 calendar days after contract award. Contractors will need to obtain badging for airport secured areas, with an application process taking approximately 20-30 minutes and additional background checks and training required.
The project is locally funded, with non-potable water available at no charge via a standpipe. Contractors can potentially use on-site millings as base course material, subject to geotechnical approval, with the specification that only Class 2 base course can be replaced with salvaged millings. An alternate bid option is available for replacing topsoil and native seeding with cobble landscape cover, which would result in a deduction of line items 23 and 24 from the total contract price. The airport is seeking bids from qualified contractors to reconstruct the upper overflow parking lot, with detailed grading information available in the construction plans and an engineering estimate included in the bid documents.

Addendum Date – January 22, 2024
The following shall become as fully a part of the above-named Invitation for Bid as if therein included and shall take full and complete preference over anything therein contained to the contrary.
Acknowledgment: Each Bidder shall acknowledge receipt of this Addendum in their Bid package.
Each and every firm, contractor or subcontractor shall be responsible for reading each and every item in this Addendum to ascertain to what extent and in what manner it affects the work in which they are interested.
Modifications/Additions to the Contract Documents: The following information includes changes, clarification, and additions to the Invitation for Bid. This information shall clarify, supplement, and supersede any information included in the original Bid Document.
These questions and additional information were discussed in the Pre-Bid Meeting at the Airport at 10:00AM on 1/16/2024.

Answer 1: Approximately 20-30 minutes for application process. Allow several days for background checks. Additional training of approximately 1 hour following successful background check.
Question 2: Are there additional millings NOT on site that will be available to the awarded contractor?
Answer 2: There are some, but at this point we have not discussed the possibility of utilizing these excess millings for this project.
Question 3: What is the anticipated Geo Tech line item testing?
Answer 3: Testing will be based on CDOT requirements, based on quantity.
Question 4: Will an engineering estimate be provided?
Answer 4: Yes. It is included in the bid documents.
Question 5: What is the anticipated construction timeframe for the project?
ADDDROUpperOverflowParkingLotReconstruction2024_1 Page 2 of 3 rev. 01/22/24
Answer 5: The estimated construction start date would be May 15 to June 1, 2024, to accommodate a somewhat reduced airport parking customer window. (See also 15. Notice to Proceed, in Bid Document)
Question 6: Who will require badging?
Answer 6: Anyone inside the secured area (also called Airport Operations Area or AOA) will require a badge. In addition, any gaps in fencing will require a manned/badged employee at all times. Each badge holder can escort up to 6 people.
Question 7: Is there on-site waste available?
Answer 7: Yes, there is on site waste available. It will require badging, gate guards, and escorts along the haul route. See plan sheet 6 – Waste Material Haul Route. May also choose to use your own off-site waste. Contractor preference.
Question 8: What is the proposed timeframe for substantial completion of work, following receipt of Notice to Proceed?
Answer 8: The Contract Document, Division 2, 1) Contract Proposal, 7., should read, The undersigned further agrees that if awarded the contract, he/she will commence the work within 10 Calendar Days after the award, that he/she will substantially complete the work within 60 Calendar Days, not 21 Calendar Days.
Question 9: Is this project Federally Funded?
Answer 9: No. This project is local airport funding only.
Question 10: Will there be water access provided by the Airport?
Answer 10: Yes. Non-potable water is available at no charge via a stand pipe located on the outer loop road near the main parking area.
Question 11: Are the parking lot elevation levels included on the plans?
Answer 11: Detailed grading information is available within the construction plans.
Question 12: Can millings be used as aggregate base course?
Answer 12: Per the Special Conditions for Aggregate Base Course (Item 13), millings can be salvaged and used as base course provided the Contractor’s Geotech demonstrates they are suitable for this purpose. The Special Condition is hereby corrected to reflect that salvaged millings can only be used to replace Class 2 base course. Class 6 base course must be imported material.
Question 13: Are there any bid alternates?
Answer 13: The Airport would like to price placing cobble landscape cover in lieu of topsoil and native seeding. The contractor is asked to provide a price for cobble landscape cover as Add
