About this file

This is an Addendum document issued by the Louisville Muhammad Ali International Airport (SDF) in Kentucky, modifying the original SDF Ticketing Improvements contract opportunity. The addendum addresses selective demolition and renovation work in the Departures Ticket Hall and clarifies project scope, specifications, and requirements for bidders. The project involves comprehensive ticketing hall improvements including structural modifications, mechanical and electrical system upgrades, and related renovations to modernize airport operations. The addendum provides updated drawings, specifications, and technical requirements that supersede or supplement information in the original bid documents. Bidders are required to acknowledge receipt of this addendum as part of their proposal submission, and the document establishes compliance requirements for all bid submissions related to this airport infrastructure project.

The addendum includes revised technical specifications, architectural and engineering drawings, and updated requirements for construction methods and materials. Set-asides, prevailing wage requirements, and other contract compliance obligations applicable to Kentucky public projects are incorporated by reference or detailed within the addendum terms. The document establishes binding requirements for all prospective bidders, ensuring that all submissions reflect the current project scope and specifications outlined in this addendum. Funding for this airport improvement project derives from airport revenues and/or federal grants administered through the Kentucky Transportation Cabinet. Bidders must demonstrate financial capability and experience with similar airport terminal renovation projects to compete for this contract award.

Sheet g0.12 references the needs for porters, please provide additional information.

The Contractor is required to provide porters for the duration of the project that the temporary ticket counters are used by the Airlines. Porters will be required from 3:30AM to 7:30PM seven days a week including all holidays. The Airline will not move baggage beyond turning to hand or place a bag for the porter to handle. The porter is responsible for taking baggage from the Airline Agent and moving it to the existing curbside BHS system as noted on Sheet g.012 and g.013.

Please provide the pre-bid sign in sheet

The prebid sign in sheet and site walk attendance sheets are included as a part of Addendum No. 1

Can you provide more detail for the temporary barrier wall system that is required for the construction as shown on the G sheets?

The temporary barrier systems are required to have a Sound Transmission Class (STC) of 21. Typical vendors such as Swift or

Starc have products meeting these requirements. The use of "Or equal" products is allowed as long as documentation is provided with the submittal request. The placement of materials on the back of a temporary barrier not having a STC of 21 would be allowable provided that documentation is provided showing an STC of 21 is possible. the structural stability of the temporary barrier is the responsibility of the contractor in any case.

We are an expansion joint manufacturer, and we would like to submit our products to be considered as an equal to the specified products for the DSF Ticketing Improvements project.

This will be responded to in a future Addendum

How should Asbestos abatement be handled for the project?

Attached to Addendum No. 1 is the Asbestos testing and reporting for the project limits. From the executive summary, no asbestos containing materials were identified. To answer the question, in the event of asbestos being identified the LRAA would coordinate the asbestos remediation.

When removing the baggage claim conveyor systems, what would be the plan for getting that material out? Where are the dumpsters located or what route should be used?

Again, means and methods are the responsibility of the contractor and their riggers. Previous experience suggests that some amount of equipment would be lowered to the apron level at the inbound baggage tug lane walked during the site walk and some amount moved on the boarding level out of an existing exit. Contractors can expect to be able to place dumpsters adjacent to the building (within 100 yards) both landside and inside of the SIDA/AOA.

Please confirm if this project is prevailing wage and if so, provide the applicable rates, SP Section II has been left

"Intentionally Blank"

The project does not include Davis Bacon Wage Requirements and a wage rate determination will not be provided.

Also, can demo work happen during normal business hours, or will it be limited to nights?

Bidders are urged to review G sheets, Selective Structure Demolition and Summary of Work Specification, there you will find that BHS removal is called out as night work. In general in the past Contractors have found that demo and the removal of materials is difficult while maintaining passenger safety, security and circulation. Working during off peak hours could provide an advantage to complete this work, Ticket counters close at 730pm and generally traffic on the curb front is reduced until

330AM.

For getting debris out of the building, can you confirm the intended methods? During the walkthrough, there was mention of a trash chute on one side and a freight elevator on the other. Is the freight elevator meant to be used for debris removal? If so, where does it let out, and where will the dumpsters be located in relation to that?

Means and methods are the responsibility of the contractor. During the site walk previous methods for debris removal were described that included the removal of glazing on the west side and the use of a chute to a dumpster as well as the use of the freight elevator on the east side. Passenger safety, security and circulation must be maintained. The G sheets and Summary of

Work specification include the requirements for the project.

If we plan to use equipment inside, should we assume it needs to be electric only? I remember a bobcat being mentioned and just want to confirm what’s allowed.

Electric is the only option due to ventilation, the reference to the bobcat was for a recent project, it was electric as well.

The project specifications section 27-40-01 call for the DIV27 contractor to provide the full Multi-user Flight Information

Display System (MUFIDS). In other current projects this system is provided by the Owner. In this project there is no reference to MUFIDS equipment in the drawings and the only reference to displays is the ticket counter display detail on drawings page T5.01. We do intend to provide the displays and mounts as referenced on this detail as part of the DIV27.

However are we supposed to provide the entire or any part of the MUFIDS scope as described in spec section 27-40-01?

This will be answered in a future addendum

Dave Carpenter:

Per your request, RH Environmental, LLC (RHE) has performed this Pre-Renovation Asbestos Inspection of the Ticketing Renovation Project Area (Area: A, B & C) at Louisville Muhammad Ali International Airport, 600 Terminal Drive, Louisville, Kentucky. This asbestos sampling was requested due to the planned renovation and to satisfy requirements of the USEPA 40 CFR Part 61, Subpart M, the National Emission Standards for Hazardous Air Pollutants (NESHAP).

EXECUTIVE SUMMARY

The sampling was performed by RHE over a continuous period which included April 9th through 11th, 2025 and April 14th and 15th, 2025. Bulk samples of suspect asbestos containing building materials were collected and submitted for laboratory analytical analysis. A total of 180 samples were collected from 65 homogenous areas. Samples that contained layers were separated and analyzed separately for asbestos-containing material. Overall, a total of 334 layers were analyzed by the lab.

Based on the laboratory analytical results, no asbestos containing materials were identified.

If additional suspect materials (other than those sampled during this survey) are encountered during renovation activities, those materials must be assumed to be asbestos-containing until sampled by a Kentucky certified asbestos inspector for laboratory analysis to confirm/deny asbestos content.

Additionally, please note that our survey did not include the roofing materials, skylights, or windows located in the renovation area.

SCOPE OF WORK

The survey was performed by a Kentucky Department of Air Quality (KDAQ) licensed Asbestos Inspector.

A copy of the Asbestos Inspector license is located in Attachment A. The asbestos inspection was performed in general accordance with the United States Environmental Protection Agency (USEPA) protocol for an asbestos inspection prior to renovation or demolition (NESHAP). During the site inspection, suspected asbestos-containing materials were grouped into homogeneous areas (HA’s), with any given homogeneous area being a material exhibiting the same color, texture, and physical appearance. Each suspect homogeneous area was then sampled in accordance with the EPA protocol, and each sample collected was given a unique identification number.

ANALYTICAL TESTING

Samples were sent to McCall and Spero Environmental, Inc. in Louisville, Kentucky for expedited turnaround analysis. McCall and Spero is an accredited laboratory through the National Voluntary Laboratory Accreditation Program (NVLAP). The samples collected were analyzed by polarized light microscopy (PLM) with dispersion staining techniques per USEPA methodology 600/R-93/116. The percentage of asbestos, where applicable, was determined by microscopic visual estimation using PLM.

PLM analysis is a standard analytical method for determining the presence of asbestos. The laboratory analytical report is Attachment B. The sample locations figures are Attachment C.

FINDINGS

Survey and analytical findings for the samples collected are summarized below. Sample collection locations are provided on Figure 1. Appendix B presents the PLM laboratory results.

The PLM results for the ACM samples are summarized in Table 1 below; the complete results are provided in the laboratory report included as Appendix B. A bold result indicates that asbestos was detected in concentrations greater than 1 percent.

Table 1 provides PLM results for the Ticketing Renovation Project Area (Area: A, B & C) at Louisville Muhammad Ali International Airport, 600 Terminal Drive, Louisville, Kentucky.

CONCLUSIONS

Based on laboratory analytical results, no asbestos containing materials were identified.

REGULATORY INFORMATION

In Jefferson County, Kentucky, all asbestos-containing materials (friable and non-friable) are considered regulated asbestos-containing materials (RACM) by the Louisville/Jefferson County Air Pollution Control District (APCD). For facilities located in Jefferson County, RACM (friable and non-friable) must be removed prior to renovation or demolition activities which will disturb the materials. The owner or operator must provide the APCD with written notification at least 10 working days prior to the commencement of renovation or demolition activity which will include the disturbance of ACM. Removal of RACM must be conducted by a Kentucky-licensed asbestos abatement contractor.

The asbestos NESHAP (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and asbestos waste disposal practices. The asbestos NESHAP regulation also requires the identification and classification of existing ACM according to friability prior to demolition or renovation activity. Friable ACM is a material containing more than 1% asbestos that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. All friable ACM is considered RACM.

The asbestos NESHAP regulation classifies ACM as either RACM, Category I non-friable ACM or Category II non-friable ACM. RACM includes all friable ACM, along with Category I and Category II non-friable ACM that has become friable, will be or has been subjected to sanding, grinding, cutting, or abrading, or ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder in the course of renovation or demolition activity. Category I non-friable ACM are exclusively asbestos-containing packings, gaskets, resilient floor coverings, resilient floor covering mastics and asphalt roofing products that contain more than 1% asbestos. Category II non-friable ACM are all other non-friable materials other than Category I non-friable ACM that contain more than 1% asbestos. Category II non-friable ACM generally includes but is not limited to cementitious material such as: cement pipes, cement siding, cement panels, glazing, mortar, and grouts.

Louisville Muhammad Ali International Airport

The United States Occupational Safety and Health Administration (USOSHA) asbestos standard for construction (29 CFR 1926.1101) regulates workplace exposure to asbestos. The USOSHA standard requires that employee exposure to airborne asbestos must not exceed 0.1 fibers per cubic centimeter of air (0.1 f/cc) as an eight-hour time weighted average (TWA) and not exceed 1.0 fibers per cubic centimeter of air (1.0 f/cc) over a 30-minute time period known as an excursion limit (EL). The TWA and EL are known as USOSHA’s asbestos permissible exposure limits (PELs). The USOSHA standard classifies construction and maintenance activities which could disturb ACM and specifies work practices and precautions which employers must follow when engaging in each class of regulated work.

LIMITATIONS

This asbestos survey was conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in the same geographic location. The results, findings, and conclusions expressed in this report are based on conditions observed during our survey of the structure. The information contained in this report is relevant to the date on which this survey was conducted and should not be relied upon to represent conditions at a later date.

Prior to RHE’s performance of this asbestos inspection, Foth Infrastructure & Environment, LLC

(Client) provided information regarding the scope of planned renovation activities. The asbestos inspection was conducted based upon this information. RHE assumes no responsibility or liability for information related to the scope of the planned renovation, which was provided by Foth Infrastructure & Environment, LLC.

RHE did not perform sampling requiring demolition or destructive activities such as knocking holes in walls, dismantling of equipment, or removal of protective coverings. Reasonable efforts to access suspect materials within known areas of restricted access (e.g., crawl spaces) were made; however, confined spaces or areas which may pose a health or safety risk to RHE personnel were not sampled. Sampling did not include suspect materials which could not be safely reached with available ladders/man-lifts.

If additional suspect materials (other than those sampled during this survey) are encountered during renovation activities, those materials must be assumed to be asbestos-containing until sampled by a

Kentucky certified asbestos inspector for laboratory analysis to confirm/deny asbestos content.

Additionally, please note that our survey did not include the roofing materials, skylights, or windows located in the renovation area.
