RFIS & RESPONSES
1. During the site walk it was mentioned that construction will not start until April 2026. Please confirm that is the correct start of construction.
a. Yes, per customer, construction cannot start until Apr 2026.
2. Please confirm that this is a not a Design-Build project. Specifications call out Design-Build language throughout attachment(A)B564+CPW+EVAP+Specifications.
a. This is a Design-Build project. Per DBRFP, Part 3, 1.0 Project Description - A 100% design drawing submittal by Electric Boat (EB) is included in Part 6 – Attachments and is referenced throughout. The design drawings have been reviewed and approved by NAVFAC; however, there were no UFGS specifications. Under this Design Build contract, the Prime Contractor’s Designer of Record (DOR) may re-use all or parts of the EB design, but must re-submit the design package in accordance with Part 2 Section 01 33 10.05 20 DESIGN SUBMITTAL PROCEDURES.
3. Please confirm the SSHO may also serve as the Quality Control Manager. Please confirm the SSHO may also serve as the Superintendent.
a. Yes, for this job, you're allowed to "triple-hat" one person as the SSHO, QCM, and
Superintendent.
4. Please provide the laydown area for the project.
a. All Contractor laydown requests will be submitted through FEAD. Customer can provide laydown in front of building near ESA Door 4 and a small portion inside ESA Door. Additional laydown may be away from immediate project site.
5. Can the government please provide additional information on the MCC?
a. See attached Elect record drawings info on MCC.
6. Can the government provide additional information on the Controlled Pure Water (CPW) Evaporator?
a. See attached spec sheet for the evaporator.
7. The government furnished material of the Controlled Pure Water (CPW) Evaporator is already onsite. How will the warranty work with the construction and installation of the CPW taking place in the spring of
2026?
a. Per DBRFP, Part 2, 00 00 00 General Requirements, Para 1.6 - Warrant all materials and work for not less than one year after final acceptance of the work. In this case, for any Government
Furnished Material (GFM), just warrant the installation thereof.
8. Will the Navy provide fire alarm shutdown and reprogramming of alarm panels for contractor removal/relocation of alarm pulls and sprinkler drain work?
a. Navy PWD Fire Alarm Techs will disarm the Fire Alarm Control Panel (FACP). The draining of the system, and any FACP reprogramming, is the contractor's responsibility. There will have to be a plan submitted and approved before this work. The Fire Department has to be informed if water is turned off. All Contractor outage requests will be submitted through FEAD.
9. Provide details for signing in/out the TLDs and protocol for going “behind the ropes.”
a. Personnel that are being qualified to wear TLD and work in the radiation area will get their TLDs issued from the SB DIP (I will be POC for this). We will collect TLDs from all contractors at the end of the day and put them on our Visitor Board near my office. Before going to work for the day the contractor will be required to check in with my office to get their TLD prior to working.
10. Is there any issue with the contractor bringing / using tools?
a. Contractors should bring their own tools
11. What are the escort requirements, and will it impact scheduling or work hours? If so, how much?
a. Work hours for my escorts (and yes, all personnel that will be doing work in the building will be escorted) are 0630-1430. We ask that work doesn’t start before 0700 and ends at 1400. We just need to know what work is planned and I will have escorts for each area that work is going to be accomplished.
12. Can you provide more information on the negative ventilation space? Are the details already provided detailing proper sealing or no drilling?
a. It is in the design characteristic for the building drawings
13. Provide details on the anticipated start date and any known scheduling conflicts / concerns. (Anticipated start Apr 2026 and complete by ?)
a. As of now the only window I foresee is starting in April 2026. We need to know how long it will take to complete the installations to have a better understanding of potential impacts. If there are certain critical times that work needs to be extended past 1400, I will require minimum 2 day notice from vendor to set up escorts. We will not work past 1700.
14. What issues / requirements are associated with the fire suppression system? Will contractor be required to provide Fire Watch personnel?
a. Modification will have to be coordinated with the Fire Department and PWD Fire Sprinkler
Techs. If water is to be down to the building, we do not require Fire Watches because we have all form of Automatic Protection still available – The Fire Department has to be informed if water is turned off.
15. Please highlight concerns with safety.
a. Any Grinding or Welding or any spark producing evolution that will be performed in the building will require coordination with Rad Ops and the Fire Department at least 2 days ahead of time to get Hot Work Chit approved. I would recommend that most items are manufactured at their Home
Shop to try to minimize spark producing evolution as much as possible. We would provide the
Fire Watches associated with Hot Work.
b. This was not one of your questions but is information for you to pass along. Any Grinding or
Welding or any spark producing evolution that will be performed in the building will require coordination with Rad Ops and the Fire Department at least 2 days ahead of time to get Hot Work
Chit approved. I would recommend that most items are manufactured at their Home Shop to try to minimize spark producing evolution as much as possible. We would provide the Fire Watches associated with Hot Work.
c. Also, for each working day I would request a list of personnel on site performing work. If we are to have an emergency that causes building evacuation, I must be able to be able to account for all individuals on the job site. I will brief all personnel on the procedures to evacuate the building and where to report to. My escorts will help and aid getting them to right location.

PROCESS DESCRIPTION OF ELECTRICALLY HEATED
ENCON EVAPORATORS
1. Wastewater is collected in a primary holding tank/sump.
2. Water is either pumped or gravity fed into the evaporator through a 1” NPT fitting on lid.
3. The three (3) level controls in the standard auto-fill system provide the following:
a) The low level controls the low watt density heating elements operation (on/off).
b) The auto-run level controls water level in tank when in auto run mode.
c) The high level acts a redundancy to the auto-run level.
4. As the fluid flows into the evaporator and reaches the low level, the heating elements will energize.
5. Fluid will continue to flow until it reaches the auto-run level. The feed pump or actuated ball valve will be de-energized/closed.
6. As the fluid comes to a boil and begins the evaporation process, the liquid level will drop below the auto-run level. The feed pump or actuated ball valve will be energized and more fluid will be fed into the Evaporator based on a timed cycle controlled by the PLC and the auto run probe until it reaches the auto-run level.
7. This process will continue until either the fluid temperature reaches the high set point or the optional cycle timer counts down to zero.
8. When activated, the heating elements will heat the wastewater. As the wastewater heats up, it will begin to generate water vapor. There are two ways the water vapor may be vented:
a) If the customer has chosen an Evaporation Unit (vent to atmosphere), the exhaust blower pulls the water vapor through the mist eliminator and pushes it through the stack to the outside of your building.
b) If the customer has chosen the “closed loop” Distillation Unit (condenser package), the exhaust blower pulls the water vapor through the mist eliminator and pushes it through the connection from the blower exhaust to the inlet side of the condenser. The condenser is horizontally mounted on the back-side of the evaporator tank. The water leaving the condenser is separated from the air stream and directed to an automated condensate sump while the air stream is returned to the evaporator.
