About this file
This is an Access Requirements document for the Solano County Asset Protection Project, which encompasses ten county properties across Union Avenue, Clay Street, Delaware Street, and Texas Street in California. The document is a parking lot and facility access diagram that identifies critical vehicle and pedestrian access points requiring protection during construction activities. Vehicle access is categorized into three levels: Category A Critical Emergency Vehicle Access Points must remain open 24 hours a day, 7 days a week with any disruptions requiring immediate mitigation; Category B Important Operational Vehicle Access Points require a minimum two-week advance notice before disruption, with alternate access provisions potentially required by the contractor; and Category C Major Traffic Access Ways require a minimum three-week advance notice, traffic control plans, and encroachment permits. Pedestrian access points are similarly designated, with major public and staff entries requiring three-week notice and an Accessible Alternate Pedestrian Access Plan; secure staff entries requiring two-week notice; and possible egress points requiring two-week notice with potential fire marshal approval for alternate exit plans. The document identifies specific facilities requiring protection, including the Justice Center, Solano Detention Facility, Coroner's Office, Court Maintenance Areas, and various parking and loading facilities.
The access requirements are integral to the concrete masonry scope of work being procured as part of the Asset Protection Project's multi-prime procurement approach. Contractors bidding on this project must maintain compliance with all identified access protocols and provide advance notice according to the specified categories to minimize disruption to county emergency services and operations. The geotechnical findings and design recommendations referenced in the project specifications must be adhered to alongside these access management requirements during all construction phasing activities.
