About this file
This is an Access Requirements document for the Solano County Asset Protection Project, a multi-location concrete masonry and stormwater protection initiative affecting ten county properties across Union Avenue, Clay Street, Delaware Street, and Texas Street. The document establishes vehicle and pedestrian access protocols for construction activities at critical county facilities including the Hall of Justice, Solano County Emergency Services, Solano Detention Facility, Sheriff's Office, and related administrative buildings. Vehicle access is categorized into three levels: Category A Critical Emergency Vehicle Access Points must remain open 24 hours per day, 7 days per week with immediate mitigation required for any disruptions; Category B Important Operational Vehicle Access Points require a minimum two-week notice before disruption with potential alternate access provisions; and Category C Major Traffic Access Ways require a minimum three-week notice with traffic control plans and encroachment permits. Pedestrian access points are similarly designated, with major public and staff entry points requiring three-week notice and an Accessible Alternate Pedestrian Access Plan, secure staff entry points requiring two-week notice, and possible egress points requiring two-week notice with fire marshal-approved exit plans.
The construction phasing diagram illustrates the specific locations of access requirements, parking area designations, and maintenance access points throughout the multi-building complex. Contractors must carefully coordinate all construction activities to maintain uninterrupted access to emergency vehicle routes, particularly the Sally Port entrances, loading bays, and sheriff response vehicle parking areas. The access requirements impose strict notice and planning obligations on contractors to ensure continuity of operations for law enforcement, emergency services, and court facilities during the concrete masonry construction and stormwater protection work.
