About this file
This is an Access Requirements document for Solano County, California, detailing vehicle and pedestrian access points across multiple county facilities including the Hall of Justice, Solano Justice Center, Solano County Emergency Services, Solano Detention Facility, Sheriff Professional Standards, Communications, Cogeneration Plant, and Solano Coroner's Office. The document serves as a planning guide for the Asset Protection - Concrete project, which encompasses stormwater damage protection measures at properties located at 500, 530, 550, and 600 Union Avenue; 500, 510, 512, 520, and 530 Clay Street; 501 and 509 Delaware Street; and 501 Texas Street. The project includes barrier walls, berms, landscaping, hardscape, flood gates, underground utility reconfiguration, and pump systems to protect county assets from seasonal flooding.
The Access Requirements document establishes three categories of vehicle access points and three categories of pedestrian access points, each with specific notification and planning requirements for contractors. Critical Emergency Vehicle Access Points (Category A) must remain open 24 hours a day, 7 days a week with immediate mitigation required for any disruptions. Important Operational Vehicle Access Points (Category B) require a minimum 2-week notice before disruption, while Major Traffic Access Ways (Category C) require a minimum 3-week notice along with traffic control plans and encroachment permits. Pedestrian access requirements similarly vary from major public and staff entry points requiring 3-week notice and accessible alternate plans to possible egress points requiring 2-week notice and potential fire marshal approval for alternate exit plans. These requirements are critical considerations for the Concrete Masonry scope of work being procured under the County's multi-prime procurement approach.
