About this file
This is an Access Requirements diagram for the Solano County Asset Protection – Concrete project, detailing vehicle and pedestrian access points across ten county property locations including Union Avenue, Clay Street, Delaware Street, and Texas Street facilities. The diagram establishes three categories of vehicle access points: Category A Critical Emergency Vehicle Access Points that must remain open 24 hours per day, 7 days per week with immediate mitigation required for any disruptions; Category B Important Operational Vehicle Access Points requiring minimum two-week notice before disruption with potential alternate access provisions; and Category C Major Traffic Access Ways requiring minimum three-week notice, traffic control plans, and encroachment permits. Additionally, the diagram identifies three categories of pedestrian access points: Category 1 Major public and staff entry points requiring three-week notice and an Accessible Alternate Pedestrian Access Plan; Category 2 Secure staff entry points requiring two-week notice with a possible requirement for an Accessible Alternate Pedestrian Access Plan; and Category 3 Possible egress points requiring two-week notice and potential fire marshal-approved alternate exit plans.
The document specifically maps critical facilities including the Solano Justice Center, Hall of Justice North and South Wings, Solano County Emergency Services, Solano Detention Facility, Sheriff Professional Standards, Communications Center, Cogeneration Plant, and the Solano Coroner's Office, with identified access points such as sally ports, loading bays, staff entrances, court entries, and maintenance areas. Contractors performing concrete masonry work under this Asset Protection Project must coordinate all construction activities with these access requirements to ensure continuous emergency vehicle operations and building occupant access throughout the 231-calendar-day construction period.
