About this file
This is a pre-bid conference presentation for Tehama County's Asset Protection Project, a multi-prime procurement initiative designed to protect county properties from seasonal stormwater flooding across ten locations in California. The project encompasses concrete masonry work including cast-in-place concrete, concrete finishing, precast concrete structures, concrete unit masonry, grouting, and miscellaneous metalwork for barrier walls, berms, hardscape elements, and related protective structures at multiple addresses on Union Avenue, Clay Street, Delaware Street, and Texas Street. A mandatory pre-bid conference was conducted on February 19, 2026, at 10:00 a.m. at the County Administration Center to present the project background, pump station scope, schedule, access requirements, and bidding instructions. Sealed bids are due by 2:00 p.m. on March 9, 2026, submitted via the Solano County OpenGov E-Procurement Portal. The Notice to Proceed is scheduled for November 12, 2025, with substantial completion required within 231 calendar days, subject to liquidated damages of $2,000 per calendar day for schedule delays.
Qualified contractors must possess current California contractor's licenses with appropriate classifications, be registered with the California Department of Industrial Relations, and comply with Davis-Bacon Act prevailing wage requirements and FEMA compliance provisions. Contractors must submit a 10 percent bid bond or certified check with their proposals and furnish 100 percent Performance and Payment Bonds within five calendar days of receiving the Notice to Proceed. The project is federally funded through the Office of Emergency Services and FEMA Hazard Mitigation Assistance programs, with final FEMA closeout scheduled for January 12, 2027. Contractors must comply with federal procurement standards outlined in Title 2 CFR 200.318-200.326, maintain workers' compensation and commercial general liability insurance with the County named as an additional insured, and adhere to all applicable federal, state, and local regulations. Critical access requirements mandate that Category A Critical Emergency Vehicle Access Points remain open 24/7, Category B Operational Vehicle Access Points require minimum two-week notice before disruption, and Category C Major Traffic Access Ways require three-week notice. The County actively encourages participation from disadvantaged business enterprises and labor surplus area firms through affirmative steps in the procurement process.
