About this file
This is an Acceptance of Offer Form from the City of Phoenix, Arizona, pertaining to the Lower-Level Displays project at the Phoenix Convention Center. The City of Phoenix solicited bids through an Invitation for Bid (IFB) released on September 17, 2025, for the replacement of digital signage monitors with new LED displays. The project scope includes furnishing and installing two 8.5 ft x 15 ft LED video wall displays and three 5 ft x 8 ft LED advertisement displays, all featuring 1.9mm pixel pitch and indoor-rated high-definition specifications compatible with the existing 22Miles signage system. A pre-offer conference and mandatory site visit were scheduled for September 25, 2025, with written inquiries due by October 1, 2025, and offer responses due on October 15, 2025, at 10:00 am. The contract term spans five years, commencing approximately January 1, 2026, with comprehensive services including display installation, system integration, testing, operator training, and a five-year warranty and maintenance plan covering parts, labor, and repairs.
Payment terms default to 0% net 45 days, with the City reserving the right to purchase up to 100 percent of specified quantities. The procurement emphasizes Disadvantaged Business Enterprise (DBE) and small business participation, requiring contractors to submit a Small Business Participation Plan within 30 calendar days after contract award and maintain ongoing documentation of DBE involvement through monthly expenditure tracking in the City's Certification and Compliance System. Contractors must demonstrate good faith efforts to promote DBE-certified supplier participation and comply with federal regulations under 49 CFR Part 26, including economic nondiscrimination and civil rights requirements. The acceptance form indicates that the contractor is bound to the contract only upon receipt of official purchase order or contract documentation and must not commence any billable work or provide materials or services prior to such authorization.
