About this file

This document is an Air Combat Command (ACC) Qualification Training Plan (QTP) for the Guardian Angel Pararescue Element Leader training program. The plan is designed to transition Pararescue (PJ) team members to leadership roles through a comprehensive 17-training-day program that includes ground training, practical exercises, and flying training. The course focuses on developing leadership abilities in mission environments, with training modules covering topics such as mission planning, crisis action team functions, operational concepts, intelligence analysis, mission management, and element leader duties across various scenarios including arctic, mountain, mass casualty, and desert operations.

The training plan emphasizes practical skill development through detailed exercises like developing theatre-specific rescue plans, executing personnel recovery missions, and managing operations in different environmental conditions. Trainees must meet specific prerequisites, including being recommended by their commander and having already achieved the 1T251 Air Force Specialty Code (AFSC). The program includes both academic and practical components, with a total of 23.5 hours of ground training, 96 hours of practical exercises, and 9 hours of flying training. Successful completion requires demonstrating proficiency in leadership, mission planning, team coordination, and operational adaptability across multiple mission scenarios.

Course Administration

Section A – Course Management

1. Interpretation – This Qualification Training Plan is directive in nature and will be followed as written.

2. Incomplete Training – Training is accomplished using the On The Job (OJT) training system. Members advance through the program as scheduling, weather, and performance permits.

3. In-Unit Course Completion – Course may be completed at the unit level using this QTP.

4. Completion Requirements – The ACC GUARDIAN ANGEL Pararescue Element Leader (EL) program is designed to transition capable airmen from team member to leadership oriented duties. This upgrade is not technically oriented but designed to improve mission management and problem solving skills in realistic scenario based training. It builds on Technical proficiency attained during 5-skill level upgrade. This program consists of three levels of training and will be implemented through the OJT training program and documented in the individual’s 623 folder and the squadrons letter of X.

Section B – Training Management

1. Training Requirements and Restrictions

a. Course Length – This course is designed to be accomplished in 17 training days.

Academic Training Days Total Hrs.

a. Ground Training 4 23.5

b. Practical Exercise(s) 10 96.0

c. Flying Training 3 9.0

b. Instructor Responsibilities – Instructors are responsible for training accomplishment.

2. Overall Unsatisfactory Performance – Following an Incomplete or training block failure, students will be set back in training or eliminated.

3. Commander’s Review Process– All certification and qualification upgrades begin the day of the first ground training event. A normal upgrade window is 90-days. A mandatory DO review will be conducted at the 90-day mark. A mandatory CC review will be conducted at the 120-day mark. No upgrade will exceed 150 days from start to finish. These reviews will determine which course of action to take. The courses of action are:

Continue in upgrade

Re-accomplish entire upgrade

Re-accomplish partial upgrade

Discontinue upgrade

Chapter 3

1. Upon completion of the upgrade, certifiers will ensure the following documentation is complete:

NOTE: All CFETP line item training should be completed during ground training lessons. The flight training/practical exercises are the certification opportunities. All line items will be trained and certified before an evaluation is conducted.

SECTION B—623a

A 623a will be completed for all flights and practical exercises. Ground training 623a entries are necessary for any grade other than a (S) or (E). The 623a entry consists of the flight or practical exercise unit number, date accomplished, student’s strengths and weaknesses and instructor’s recommendations.
