About this file

This is a Scope of Work Verification form submitted by the Orange County Transportation Authority (Authority) for a Dell Server Purchase requisition. The project involves the procurement of Dell PowerEdge R660 and PowerEdge R660xs Tailor Made Servers through authorized resellers. The scope of work verification certifies that the specifications were independently prepared to invite competition and do not include references to brand names or unreasonable restrictions intended to favor specific vendors. The contract term is six (6) months, with a project budget of $193,697. The Project Manager signature and departmental authorization are dated July 23, 2025.

The procurement is structured to allow for "or equal" proposals, with specific features and salient characteristics of the Dell PowerEdge servers clearly stated to enable offerors to propose equivalent alternatives. This approach aligns with Federal Transit Administration (FTA) Circular 4220.1F requirements, which permits brand name specifications when determined impractical or uneconomical to write clear technical descriptions. The form confirms compliance with procurement regulations requiring independent scope of work development and competition-friendly specifications.

FA-CAMM-071.docm (05/16/16) Page 1 of 1

The following general rules shall apply when preparing scopes of work and specifications:

a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.

b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.

d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.

e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.

f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.

g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.

h) Industry, federal, state and local government specifications and requirements can be used.

Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
