About this file
This document is Addendum #2 for Invitation to Bid (ITB) S-63500-00014140 by the Oregon Department of Fish and Wildlife (ODFW) for the Elk River Hatchery New Rearing Ponds Engineering Project 23-037. The addendum modifies the original ITB, updating the public opening meeting link, adjusting the project cost estimate to $1,700,000.00, replacing specific plan sheets C2 and C3 with revised versions dated July 22, 2025, and changing references to BABAA compliance criteria. The closing date and time have been extended to August 7, 2025, at 4:00 pm, with prospective bidders having until August 5, 2025, to submit written questions or protests.
The addendum includes a comprehensive questions and answers section from a mandatory pre-bid conference held on July 15, 2025, addressing technical details such as pipe repair options, concrete mix design, power supply for reuse pumps, permit requirements, and construction methods. Key clarifications include ODFW's confirmation of sufficient power supply at the shop building, no additional permits beyond county requirements, and a detailed explanation of crack correction and warranty repair processes. The project involves constructing new rearing ponds using cast-in-place concrete, with specific guidelines for concrete strength, mix design, and potential crack repairs within the first year after substantial completion.

ADDENDUM #1 ITB S-63500-00014140 2
QUESTIONS AND ANSWERS:
Following are questions asked during the Mandatory pre-bid conference held on July 15, 2025 and by Bidders and ODFW’s answers. The answers and clarifications provided below by ODFW are for informational purposes ONLY and DO NOT constitute a change to the terms, conditions, technical specifications or requirements of the ITB.
1. Question: Would relining the pipe to repair the leak be an option?
Answers: ODFW is not considering relining the pipe for the purposes of this bid. Once the pipe has been excavated and can be inspected, relining may be considered as an option.
2. Question: Would chipseal be an option in place of the paving alternates?
Answers: At this time, ODFW is not considering using chipseal as an alternative to the asphalt pavement detailed in the bid documents.
3. Question: Where is the concrete breaking strength listed in the ITB?
Answers: Concrete break strengths are listed in the notes on sheets S1 through S6 and in specification section 03 30 00 2.12.B.1.
4. Question: How do we know when cracks will be warranty repair and when it will qualify for the crack correction pricing we are being asked to submit?
Answers: Please see initial descriptions in specifications Sections 01 10 00 1.3.A.5 and 01 22 00
1.5.A.1.
To clarify further, ODFW intends to use the Crack Correction line item to repair cracks forming within the first year after Substantial Completion that have actively compromised or are likely to compromise either the watertightness of the ponds or the integrity (cover) of reinforcement. This could be based on a variety of factors such as depth of the crack, width of the crack, or evidence of moisture on the dry face of the ponds (when observable).
Examples of causes of cracks where Crack Correction would apply include, but are not limited to: typical shrinkage and curing, normal use and maintenance by hatchery staff, growth of vegetation or tree roots, etc. ODFW expects that some cracking is likely to occur after Substantial Completion for similar reasons as listed above, but will not be significant enough to risk compromising the structure and merit repair.
Cracks requiring repair prior to substantial completion, such as to pass the watertightness test, would be included in the base bid or bid alternate Concrete line items. Examples of causes of cracks occurring after Substantial Completion where warranty repair would apply include, but are not limited to: improper placement or finishing of concrete, accidental damage by the Contractor or Subcontractors, etc.
5. Question: Please confirm the number of bollards in the project. I find the number on the plans differs from descriptions.
Answers: Please include 8 bollards with the base bid line item 6, New Ponds Concrete. Please include 4 bollards with Bid Alternate #1 line item 6, New Ponds Concrete.
6. Question: Is there adequate power available at the hatchery for the new reuse pumps?
Answers: ODFW met with a consultant to review the power supply, and expects there to be sufficient power available at the shop building to run the new reuse pumps. The hatchery should have three phase 480V available, initial sizing of the reuse pumps is for each pump to run on its own 10 hp, 230/460V 1800 RPM motor.
7. Question: Are you aware of any other permits needed for this project other than the county permits?
Answers: ODFW is not aware of any other permits needed for this project other than the standard needed from the county. ODFW will be responsible for the cultural monitoring portion of the project.
8. Question: Where are the details for the concrete mix design located?
Answers: Mix design details are located in specification Section 03 30 00 2.12. Additional details on mix material requirements are located in specification Section 03 30 00 2.2 and Section 03 30 00 2.3.
9. Question: The ITB says that for bonding purposes the project’s value is estimated at $1,700,000.00.
Does that estimated project cost include only the primary project or also the bid alternates?
Answers: The amount listed is for the project base bid. The ITB statement in A.6 is drafted to allow a range in funding. Please see the Addendum section of this document for additional information.
10. Question: There is a document reference to Exhibit 9 in the specifications. I cannot locate it in the bidding documents.
Answer: The reference to Exhibit 9 will be corrected by addendum to Attachment E-2 Federal Terms and Conditions if the ITB contains these terms.
11. Question: Can the cast in place concrete rearing ponds method of construction be substituted, with a shotcrete method?
Answer: ODFW may consider a shotcrete method for future projects, but is not able to consider it on this Project.
