About this file
This document is a Sources Sought Notice (SSN) from the National Park Service (NPS) for three separate projects to extend public boat launch ramps at Calville Bay, Echo Bay, and Hemenway Harbor within the Lake Mead National Recreation Area in Nevada.
The projects have a construction magnitude over $10 million each and involve constructing gravel roadways, new launch ramps, parking areas, and supporting infrastructure such as utilities. The NPS anticipates issuing a competitive Request for Proposals in Fall 2024 and requires bid, performance, and payment bonds. The NPS is seeking responses from both large and small businesses to gather market information and determine if a small business set-aside is feasible. Interested parties should provide their company details, bonding capacity, relevant project experience, and indicate interest in one or more of the three projects. Responses are due by June 17, 2024 at 10:00 AM.

Project Description:
LAKE 318673 EXTEND PUBLIC LAUNCH RAMP AT CALVILLE BAY:
· The project is located at Lake Mead National Recreation Area, Boulder City, Nevada
· The construction magnitude is more than $10,000,000.
· The surrounding area is rural with limited staging located at each Calville Bay.
· No unique material delivery requirements.
· The construction site is 32 miles to Boulder City, NV and 26 miles to Las Vegas, NV from nearest suppliers and lodging facilities.
· The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact. Construction of boat ramps will require phasing to allow for approximately half of the width of the ramp (min 30 ft) to remain open to the public during construction.
· The site requires protective measures to ensure the surrounding area remains undisturbed. Typical best management practices (BMP) will be required to contain the limits of disturbance.
· The structure is a not a historic/natural/cultural resource.
· The anticipated period of performance of 730 calendar days including any potential weather shutdown.
· There are seasonal/other shutdowns mandated through the construction season. Only if Razorback Sucker spawning is discovered, then Dec 1st to May 1st restriction for water based construction. Not currently anticipated for these locations. Contractor may want to schedule work based on anticipated seasonal lake level fluctuations with lake levels lowest June to Nov every year.
· Winter construction may be required. If it makes sense for the contractor based on lake levels. More likely in first season with shallow ramp installation depths. Not likely to significantly impact construction operations as location has mild winters.
Project Scope:
1. Construction of gravel roadway, a new cast-in-place and precast panel launch ramp, a gravel parking area and a cast-in-place helipad including but not limited to site clearing, excavation, fill, trenching.
| 2. | Construction of four (4) mobile toilets and solar lights at the CB launch ramp including but not limited to manufacturing, delivering and installing four (4) mobile toilets, providing and installing solar lights, layout, testing and other incidental items. |
| 3. | Construction of a buried power system generally along and within the new gravel road to provide power to the relocated Marinas, including but not limited to trenching, conduit, wire, bedding, backfill, electrical equipment, layout, testing and other incidental items. |
| 4. | Construction of a buried water system generally along and within the new gravel road to provide water to the relocated Marinas, including but not limited to trenching, piping, bedding, backfill, locator tape, tracing wire, gate valves, Reduced Pressure Principal Assembly (RPPA) backflow prevention device, flow meter, air/vac valves, Pressure Reducing Valve (PRV), layout, testing and other incidental items. |
| 5. | Construction of a buried sewer system generally along and within the new gravel road to provide sewer for the relocated Marinas, including but not limited to trenching, piping, bedding, backfill, locator tape, tracing wire, gate valves, intermediate lift station(s), air/vac valves, layout, testing and other incidental items. |
| 6. | Construction of a marina fueling station for Marina #2, including but not limited to concrete pad, fuel fill station, trenching, piping, bedding, backfill, connection/containment pod, layout, testing and other incidental items. Marina #2 has a floating fuel tank that is filled from land by gravity. |
| 7. | Construction of the parking lots for the Marinas, including but not limited to site clearing, excavation, fill. |
| 8. | Construction of the maintenance yard for the Marinas, including but not limited to site clearing, excavation, fill, trenching, stormwater culverts, aggregate base course, signage, layout, testing and other incidental items. |

Project Scope:
The Lake Mead, Hemenway Harbor Boat Launch Ramp Extension project includes in-water construction of approximately 1,100-LF of launch ramp. The ramp will be 100-ft wide and constructed at a 5% slope utilizing a series of mechanically connected 20-ft x 3-ft precast reinforced concrete panels.
