Questions and Answers:
Q1. Contractor request government to please provide the weight of government furnished 5-Ton pre-cast panel lifting beam.
A1. GFE lifting beam has three (3) individual beams. One (1) each 5-ton capacity primary beam weighs 550 lbs. Two (2) each 2-ton capacity cross beams weigh 130 lbs each. Total weight is 810 lbs as 4-point lifting system.
Q2. Contractor request government to please provide the salvage location of the existing pipe mats, will the salvage location be within 10 miles of the project location?
A2. The salvage location will be near the project location and within 10 miles of the project location.
Q3. Can the prime contractor include its major subcontractor previously completed works as part of the past project experience proposal requirement?
A3. Yes; the prime contractor may include its major subcontractor previously completed work pursuant to FAR clause FAR 52.219-14 Limitations on Subcontracting, page 28.
Q4. Period of performance, mentions that 730 Calendar days from notice to proceed will be provided to the contractor to complete the project works. Does this period 730 Calendar days also include Option Bid-1 & Option Bid-2 Works? If not, how many calendar days will be provided for each option bid if awarded?
A4. All work would need to be completed within the 730 Calendar days in accordance with the following:
52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984) The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 730 calendar days after the Notice to Proceed. The time stated for completion shall include final cleanup of the premises.
Q5. Period of performance, mentions that government may pause or terminate the contract due to water depths exceeding 40-feet. If the contractor is mobilized to the jobsite but the water depth exceeds 40-FT in the base bid work areas, will the contractor be paid for the standby costs or for the additional mobilization and demobilization costs through a Contract modification?
A5. As stated in Specs section 01 32 16, para 2.1. Breakdown Contract Line-Items No. 1-3 and Option 1 and 2 into component work activities used in the schedule for which progress payments may be requested.
Work activities broken out within schedule of values shall be integrated into and made a logical part of the construction baseline schedule. Total costs for the component work activities shall equal contract price for that lumpsum item. Contracting Officer may request data to verify accuracy of dollar values. Include mobilization, general condition costs, overhead and profit in the total dollar value of unit price items and in the component work activities for each lump-sum item. Do not include mobilization, general condition costs, overhead or profit as a separate item.
As these costs are built in costs, data may be requested to verify mobilization costs if a modification is warranted due to termination based on water depth.

Q7. Factor 2 ¿ Past Experience, can major teaming subcontractor¿s experience be utilized to illustrate relevant past experience for similar work?
A7. Yes; the prime contractor may include its major subcontractor's past performance experience pursuant to FAR clause FAR 52.219-14 Limitations on Subcontracting, page 28.
Q8. Section H ¿ Key Personnel, can major teaming subcontractors¿ personnel and resumes be utilized for some of the key personnel positions?

During our site visit we confirmed a total of 21 panels stockpiled south of the upper end of the ramp but could only find 132 panels stockpiled for use on the north side of the ramp for a total of 153 panels available at Hemenway. Can you confirm the present location of the other 48 panels or will we need to add them to the new panels to be provided?
A9. The Park staff confirmed there are 21 panels stockpiled to the south and 180 panels stockpiled to the north.
Q10. Plan sheet C5.1 shows work below Lake Level elevation 1000¿ while CLIN 0005 ¿ Option 2 indicates work to approx. Lake Level elevation 1000¿.
