About this file
This document is a Special Status Species list from February 2019 for the OR/WA State Director of the Bureau of Land Management (BLM), specifically focused on federally threatened, endangered, proposed species, and sensitive species. The list includes detailed information about plants, fungi, and other species, with their scientific names, common names, federal status designations, critical habitat information, and recovery plan details.
The list provides comprehensive tracking information for each species including global rank, national rank, state rank, ORBIC (Oregon Biodiversity Information Center) status, and documented/suspected occurrence data across various BLM districts including Medford, Coos Bay, Roseburg, and others. Key classifications used include FE (Federal Endangered), FT (Federal Threatened), and OR-SEN (Oregon Sensitive). The document also contains extensive reference information explaining the ranking systems, status codes, and occurrence classifications used throughout the list. This appears to be a reference document related to a botanical survey contract opportunity with the BLM Medford District Office.

Global (G), National (N) and Subnational (State/Province) (S) Ranks:
1 = Critically imperiled
2 = Imperiled
4 = Not rare and apparently secure
5 = Demonstrably widespread, abundant and secure
U = Unrankable
H = Possible extinct; Historical occurrence, formerly part of the native biota with the implied expectation that it may be rediscovered
X = Presumed extinct
NR = Not yet ranked
Rank Qualifiers:
3 = Rare and uncommon; vulnerable.
? = Inexact numeric rank
Q = Questionable taxonomy
C = Captive or Cultivated only
Breeding Status Qualifiers:
B = Breeding, conservation status refers to breeding population of the species in the nation or state/province
N = Non-breeding, conservation status refers to the non-breeding population of the species in the nation or state/province.
M = Migrant, migrant species occurring regularly on migration at particular staging areas or concentration spots where the species might warrant conservation attention
Infraspecific Taxon (T = trinomial):
T# = Status of a infraspecific taxon (subspecies or varieties) are indicated by a T-rank following the species' global rank.
Rules for assigning T-ranks follow the same definitions for Global, National and Subnational/State ranks.
Oregon Biodiversity Information Center (ORBIC) List Rank:
1 = contains taxa that are threatened with extinction or presumed to be extinct throughout their entire range
2 = contains taxa that are threatened with extirpation or presumed to be extirpated from the state of Oregon;
these are often peripheral or disjunct species which are of concern when considering species diversity within Oregon's borders.
3 = contains taxa fro which more information is needed before status can be determined, but which may be threatened or endangered in Oregon or throughout their range
4 = contains taxa which are of conservation concern but are not currently threatened or endangered
NL = not listed on the ORBIC Threatened, Endangered and Rare Species of Oregon list
Oregon Department of Agriculture (ODA)/Oregon Department of Fish and Wildlife (ODFW) State Status:
SE = State Endangered; plant and animal species in danger of becoming extinct within the foreseeable future throughout all or a significant portion of their range
ST = State Threatened; plant and animal species likely to become endangered within the foreseeable future throughout all or a significant portion of their range
CR = State Critical; animal species imperiled with extirpation from a specific geographic area of the state because of small population sizes, habitat loss or degradation, and/or immediate threats
V = State Vulnerable; animal species are facing one or more threats to their populations and/or habitats; not currently imperiled with extirpation
SC= Candidate; plant species whose numbers are believed to be low or declining or whose habitat is sufficiently threatened and declining in quantity and quality
CS = Strategy species as noted in the ODFW Oregon Conservation Strategy, Species of Greatest Conservation Need
Washington Department of Fish and Wildlife (WDFW) State Status:
SE = State Endangered; animal species in danger of becoming extinct or extirpated from Washington
ST = State Threatened; animal species likely to become endangered in Washington
SS = State Sensitive; animal species vulnerable or declining and could become Endangered or Threatened in the state
SC = State Candidate; animal under review for listing
Washington Natural Heritage Program (WNHP) State Status:
SE = State Endangered; plant species in danger of becoming extinct or extirpated from Washington
ST = State Threatened; plant species likely to become Endangered in Washington
SS = State Sensitive; plant species vulnerable or declining and could become Endangered or Threatened in the state
SX = plant species possible extinct or extirpated in from Washington
W = Watch. Species that are more abundant and/or less threatened in Washington than previously though. These species are no longer maintained in the program database; the program does not request sighting information, and these species are no longer a focus of conservation efforts.
R1 = Review group 1; plants of potential concern but needs more field work to assign another rank
R2 = Review group 2; plants of potential concern but with unresolved taxonomic questions
NL = not listed on the WNHP rare animal and plants lists

July 2015 SSS Category: Previous Special Status Species category applying all criteria including documented and suspected information SEN = Sensitive in OR and WA STR = Strategic in OR and WA
OR-SEN = Sensitive in OR only OR-STR = Strategic in OR only
WA-SEN = Sensitive in WA only WA-STR = Strategic in WA only
If species has different statuses in each state, both are noted on lists (i.e. OR-SEN/WA-STR or OR-STR/WA-SEN)
2019 SSS Category: Final current Special Status Species category SEN = Sensitive in OR and WA
OR-SEN = Sensitive in OR only
WA-SEN = Sensitive in WA only
Occurrence Status:
I = Influence (downstream influence by Forest Service actions) => only applies to Forest Service federally listed threatened and endangered fish species that occur below but not on Forest Service lands
Please note that BLM District and FS National Forest species occurrence information is only presented for the state for which it has special status or the ESU-DPS where the status applies.
For example, if a species is WA-SEN, only Washington field units within the species range will have D/S information presented and all Oregon field units would be blank on the SSS list.
And, if a species is OR-SEN, only Oregon field units within the species range will have D/S information presented and all Washington field units would be blank on the SSS list.
D = Documented occurrence = A species located on land administered by the BLM or the Forest Service based on historic or current known sites of a species reported by a credible source for which BLM and the Forest Service has knowledge of written, mapped or specimen documentation of the occurrence.
S = Suspected occurrence = Species is not documented on land administered by the BLM or the Forest Service, but may occur on the unit because: 1) BLM District or National Forest is considered to be within the species' range and 2) appropriate habitat is present or 3) known occurrence of the species (historic or current) in vicinity such that the species could occur on BLM or FS land.
