The below Questions and Answers are being provided in response to Requests for Information (RFI) received for Solicitation 140L4325Q0014.
1. When discussing relevant experience and past performance in Section L.2.1, does “respondent” refer only to the prime contractor, or can it include the responding team (prime/sub(s))? Respondent refers to the prime contractor.
2. Is Factor 1 price (as shown on page 1 of the pdf) or relevant experience (as shown on page 97 of the pdf)? Factor 1 is Relevant Experience, Factor 2 is Past Perforamnce, and Factor 3 is Price, per Section L of the solicitation. Page 1 has been amended per the below.
“This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation no. 140L4325Q0014 has been issued as a Request For Quotation, for a firm fixed price commercial items services contract for FY25 Botany surveys at one lump sum price. For services, The scope of work includes the description of all work contained below. The performance period is from 04/01/2025 – 12/01/2025. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 effective January 17, 2025. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and additional provision below. The provision at 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: 1. Price 2. Past Performance and 3. Relevant Experience. 1. Relevant Experience 2. Past Performance and 3. Price. Vendors are advised to submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition, see additional applicable clauses below. The clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes Or Executive Orders - Commercial Items applies to this acquisition, see below for applicable clauses. This requirement is set-aside for SMALL BUSINESS. The NAICS code is 541620 and the small business size standard is $19.0 Million. The basis of award is the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the responsible respondent pursuant to FAR subpart 9.1. Responses shall be received via email at blm_or_so_952_mail@blm.gov and rmjones@blm.gov by the response due date and time of February 24, 2025 @ 1000 PDT.
