About this file

This document outlines the Weed Management Quarry Accreditation Standards, which establishes inspection and certification requirements for quarry sites to prevent the spread of noxious weeds through gravel and other quarry materials. The standards require annual inspections by qualified inspectors who must be able to identify target weeds, know effective treatment methods, and have no vested interest in the quarry.

The accreditation system includes four levels: "Exceeds Standards" (no priority or secondary listed species present), "Meets Standards" (no priority weeds or significant secondary infestations), "Conditional Accreditation" (priority weeds present in periphery with minimal transport risk and active treatment), and "Not Met" (noxious weeds present where likely to contaminate gravel). Inspections must cover multiple areas including working areas, gravel/sand piles, roads, rights-of-way, ditches, and buffer zones. Inspectors must provide weed identification, treatment recommendations, and an accreditation document to quarry owners/managers based on inspection results. This document appears to be part of a larger federal contract opportunity for botany surveys for the BLM Medford District Office.

Weed Management

Quarry Accreditation Standards

1. The quarry site will be inspected annually by a qualified inspector to detect noxious weeds or undesirable plant species identified in the attached list.

2. A qualified inspector shall:

a. be able to accurately identify target weeds

b. be knowledgeable about effective weed treatment methods

c. not have a vested interest in the quarry being inspected

3. The inspection shall consist of a walking visual inspection of the site at the time of year when noxious weeds may be detected and correctly identified. More than one visit may be required in order to positively identify all noxious weeds at the site.

4. Inspection areas at the quarry site may include but are not limited to:

∞ Working areas ∞ Gravel/sand piles ∞ Top soil piles ∞ Storage areas ∞ Roads ∞ Rights-of-way ∞ Surrounding ditches ∞ Fence rows ∞ Buffer zone surrounding quarry

5. The inspector shall determine the level of accreditation of the site, based on the following standards:

a. EXCEEDS STANDARDS. No priority or secondary listed species present at the site or within a buffer zone surrounding the quarry from which weed seed could invade.

b. MEETS STANDARDS. The site contains no priority noxious weeds or significant infestation(s) of secondary weeds (see attached species list) but there may be one or more species from the secondary list located in areas where seed transport into gravel stockpiles is unlikely.

c. CONDITIONAL ACCREDITATION. The site contains priority weeds in the periphery of the active quarry area, but the risk would be minimal that priority noxious weed seed or plant parts would be transported in gravel taken from the site AND the quarry owner/manager is actively treating existing noxious weed populations to make progress toward meeting or exceeding the accreditation standards.

d. NOT MET. Site contains noxious weeds in areas where weed seeds would likely be transported in gravel removed from the site.

6. The inspector shall identify weeds and report them to the quarry owner/manager. The inspector shall provide the quarry owner/manager with alternative weed treatment options that would be effective on weeds that occur in the quarry.

7. An inspection accreditation document shall be given to the quarry owner/manager based on the results of the inspection.
