1. GENERAL
1.1 Scope of Work
The Bureau of Land Management (BLM) is seeking services of a professional commercial chain link fence gate contractor to remove and discard one vehicle gate, one pedestrian gate on the north side, and one pedestrian gate on the south side of BLM Tonopah Field Office. The scope includes installing 2 new automated locking/unlocking pedestrian gates, and installing a new automated opening/closing cantilever chain link gate. All 3 new gates must be equipped with outside ID access control Gallagher T21 Card readers PN#C305510. The new 3 ID Gallagher T21 Card readers PN#C305510 must be connected to the existing system (Gallagher Security Branded Enterprise Physical Access Control System, that is FICAM / Federal Information Processing Standard 201 (FIPS 201) Evaluation Program, complies with all relevant HSPD-12, NIST SP800-116 requirements.) inside the building and must be operational. The contractor on-site staff shall have valid Gallagher Security PACS manufacturer training & certification. All materials needed to make this work complete shall be of new materials and approved by the codes and standards applicable to that type of electrical work. Comply with NFPA 70, National Electrical Code.
1.2 Background and Existing Condition
Currently, there are two, each approximately 4 feet wide, 6 feet tall with barbed wires manual pedestrian gates, one at the south side and one at north side of the main building. The gates are manually locked and unlocked by means of padlocks. These pedestrian gates are manually opened and closed. There is an approximately 24’-6” (opening) wide, 6 feet tall with barbed wires, manual vehicle gate at the north gated parking lot. This gate is manually opened, closed, locked and unlocked by means of a padlock. There is a sidewalk close to the vehicle gate going to the outside main building entrance doors outside of the parking lot. Presently the main building is connected to a Physical Access Control (PAC) system (Gallagher Security Branded Enterprise Physical Access Control System, that is FICAM / Federal Information Processing Standard 201 (FIPS 201) Evaluation Program, complies with all relevant HSPD-12, NIST SP800-116 requirements.) for locking and unlocking of all the main building doors by means of ID Gallagher T21 Card readers PN#C305510. The PAC is supported by Gallagher Command Center in accordance with BLM standards.
1.3 Vehicle Gate, North and South Pedestrian Gates, and Card Reader Descriptions Vehicle Gate: Remove and discard the existing vehicle gate and all its appropriate attachments. Install a new, having a same size opening (and height) as existing one, automated cantilever gate (with same height barbed wires on the top) with all its needed parts and attachment. Supply and install all components to meet 2016 UL 325 requirements and any safety related components per ASTM F-2200 to include gap protectors. Controls and gate components shall be rated for commercial traffic applications. Remove as needed a portion (Width, Length, and Depth) of the existing pavement and place a new section of appropriate pavement (concrete or hot mix asphalt) for the new gate. Trench and place appropriate electrical (for the operator) and electronic (for ID Gallagher T21 Card readers PN#C305510) conduits and wires to install a new PAC system connected to the existing Gallagher Command Center in the building. The ID Gallagher T21 Card readers PN#C305510 must be protected with 2 bollards (as approved by COR) and located approximately 15 feet in front of the gate, next to the curb, with appropriate height for drivers to unlock and open the automated gate. All wires need to be in electrical conduit, trenched in, not visible, and backfilled with appropriate concrete or hot mix asphaltic surface. All wires connecting to the existing PAC must be placed in the attic of the building, and not visible. Place appropriate wiring loops in the pavement (approximately 15 feet from the gate) so the gate would open automatically when vehicles approach the gate to leave the parking lot. The locking system must have appropriate size batteries (for both the card reader and the gate operator) so the gate can be operated in case of power outage. Install two sensor loops (in pavement) inside and outside of the parking lot (approximately 5 feet from the gate) for the purpose of preventing damage in case of vehicles backing up or stopping. The Gate and controllers shall be designed and installed to meet cold weather and snow climate appropriate to Tonopah weather. Gate shall operate down to -40 degrees F, with a 2’ snow load and site (approximately 90mph) wind gust. The Gate Operator shall be 1 Horsepower strong. The gate shall have a KNOX Box. The box will be used by the City Fire Engine Crews to enter the gated parking lot in case of an fire emergency. The unit shall be equipped with the manufacturer’s recommended heater and battery power system (to operate in case of power outage). The gate operator shall be located on the north side of the gate and the gate opening can be reduced to 20 feet if needed. However, the location of the new gate needs to stay approximately same place as it presently is. Telescoping rolling cantilever gate can be used to keep the opening length as is.
Option 1, North Pedestrian Gate: Remove and appropriately discard the existing chain link pedestrian gate at the sidewalk a few feet away from the existing vehicle gate. Install a 4-foot wide and 6-foot tall (with barbed wires on the top), automated locking/unlocking gate where the chain link gate was removed. The gate must be equipped with push (crash) bar to allow staff to escape the area in case of an emergency (Fail Safe for egress and Fail Secure for ingress during power outage). The push bar must be covered in such a way that cannot be reached from the outside and the gate be opened. Trench and install an ID Gallagher T21 Card readers PN#C305510 outside for unlocking the gate. The Gallagher T21 Card readers PN#C305510 must be a PAC system and be connected to the existing Gallagher Command Center. Backfill the trenches properly with materials similar to existing surface. All wires must be connected securely to the existing PAC system in the attic. The lock system must not be a strike-plate type. The gate must be in such a way that intruders from outside would not be able to unlock the gate and get into the gated parking lot. The locking/unlocking mechanism must be connected to batteries so the gate could be locked/unlocked in case of power failure. The gate shall have ability to always remain locked when not in use. The gate shall have latch protection (latch guards) installed. Also, the gate must have an unlocking mechanism so that staff can get out without needing to use their ID Cards. Provide 2 manual keys for the lock system which could be used to unlock the gate in case of a total power outage (including the batteries). Keys must match the keys of south pedestrian gate.
Option 2, South Pedestrian Gate: Remove and appropriately discard the existing chain link pedestrian gate located on the south side of the public parking lot. Install a 4-foot wide and 6-foot tall (with barbed wires on the top), automated locking/unlocking gate where the existing chain link gate was removed. Backfill the trenches properly with concrete similar to existing concrete surface. All wires must be connected securely to the existing PAC system in the attic. The lock system must not be a strike-plate type. The gate must be in such a way that intruders from outside would not be able to unlock the gate and get into the gated backyard. Keys must match the keys of the north pedestrian gate.
ID Card Readers: Install an ID card reader to open the vehicle gate on a pole approximately 15 feet away from the gate. The card reader must be next to the curb and be protected by 2 bollards (as approved by COR). The card reader needs to be high enough so drivers can reach it from their vehicles’ windows. Submit drawings and plans to show location and type of card reader and bollards for review and approval. Also, install ID card readers by both pedestrian gates (as approved by COR) so staff can enter the yard. Submit drawings and plans to show location and type of card readers for review and approval The card readers shall be of Gallagher brand and on the current GSA approved products list (APL), as required to maintain compliance with GSA APL listing. All three card readers must be a PAC system and be connected to the existing Gallagher Command Center (Gallagher Security Branded Enterprise Physical Access Control System, that is FICAM / Federal Information Processing Standard 201 (FIPS 201) Evaluation Program, complies with all relevant HSPD-12, NIST SP800-116 requirements.). Additional information and point of contact regarding the existing system can be provided when requested during the RFP process. All wirings must be in conduits trenched in the existing pavement outside of the building and in the attic inside the building. All trenches must be back filled properly with similar pavement as surrounding. Card readers locking system must have proper batteries to provide adequate power to unlock gates (both pedestrians and vehicle gates), for the staff to get in the yard and gated parking lot, in case of power outage.
