About this file

This document is a Questions and Answers file for Solicitation Number 140L3925Q45, issued by the Bureau of Land Management's Tonopah Field Office for a parking lot gate replacement project. The solicitation involves replacing existing gates with automated, locking/unlocking vehicle and pedestrian gates that match the current dimensions and comply with specific technical requirements including UL325 and ASTM F2200 standards. Key technical specifications include installing gates with uniform ground clearance, ensuring proper drainage, and providing complete electrical, access control, and gate operation systems.

The contractor will be responsible for all aspects of the project, including gate frames, posts, electrical work, trenching, conduit, wiring, and access controls. The project requires a 3-year service warranty covering manufacturing and workmanship defects, excluding external forces like weather or vandalism. Potential bidders are strongly recommended to attend a site visit to verify dimensions, with approximately 20 feet of retraction room available. The gates will use a KNOX box for fire department access, and no Automatic Vehicle Identification (AVI) system is required. The site lacks a backup generator, so battery backup capabilities must be considered in the gate operator's design.

Solicitation Number 140L3925Q45 Tonopah Field Office Parking Lot Gate Replacement

Question1): Page 3 of SOW states “Install a 4-foot wide and 6-foot tall (with barbed wires on the top), automated locking/unlocking gate where the chain link gate was removed.” Existing pedestrian gates are wider that 4 feet. What size should they be?

Answer 1): Th existing gates are wider than 4 feet. The new gates must be same size (Width and height) as the existing ones.

Question 2): Can the existing gate posts be used?

Answer 2): Yes if they are appropriate for the new gates and can me modified to have the automated locking and unlocking features.

Question 3a): Is the KNOX box the only feature required to open the vehicle gate by the Fire Department?

Answer 3a) Yes. Only KNOX box is required.

Question 3b): Is Automatic Vehicle Identification (AVI) system required?

Answer 3b): No AVI is required.

Question 4a) “In the scope, the compliance with UL325 and ASTM F2200 is mentioned, which is fantastic and further enforced in Nevada by NRS405.270. Though it is prudent to mention an automated cantilever vehicle gate cannot roll up or down hill so much so that it will move under its own weight and gravity when disengaged from the gate operator. This means that the gate will be installed level to the horizon and possibly with a significant gap under the gate frame depending on the severity of the slope in the driveway.”

Answer 4a): The gap between the ground and the gate must be uniform and standard. It must match the existing gap.

Question 4b): “Do we know what the slope from post to post is?”

Answer 4b): NO. The contractor must level off the slope and make sure the water shall not puddle in the parking lot and shall drain properly in the parking lot. Alternatively, the gate can be rolling on a level support and have fillers on the fence.

Question 5): “What is the available retraction room to the north of the driveway?”

Answer 5): Approximately 20 feet, but contractors must measure and verify all dimensions prior to (bidding and) purchasing any materials. We recommend all bidders to attend the site visit. In addition, the contractors need to determine if the existing room is proper distance.

Question 6a): “Is there an electrician looking at the project for the trenching, conduit, wiring etc.?”

Answer 6a): No. The proposed contractor shall be responsible for all the work listed in the SOW and Specifications.

Question 6b): “It states that seeking fence company, I’m assuming an electrician is on the hook for the electrical work to bring power and data out to these gate locations.”

Answer b): The proposed contractor shall be responsible for all the required work.

Question 6c): “We typically don’t have anything to do with the access controls – this work is completed by the Fed’s preferred security contractor to hook all that equipment up – is the sites security contractor slated for the access controls?”

Answer 6c): No. The proposed contractor shall be responsible for all the work including access controls and BLM will not perform any of those tasks.

Question 7a): “Is the expectation to have the just the pedestrian gates frames rebuilt to fit the existing openings reusing the existing posts (as more of a retrofit)”?

Answer 7a): It is up to the contractor to have new posts or reuse the existing posts that meet the required specifications. The new gates must be built as stated in the SOW and must be as wide as the existing ones.

Question 7b): “or a to do a full replacement with new complete panic egress pedestrian gate assembly including posts?”

Answer 7b): The existing gates do not have panic egress pedestrian gate assembly and are not automated locking and unlocking. The contractor must replace the gates and must replace the posts if needed.

Question 8): “There is regular mention of battery backup capabilities – for the gate operator many offer inherent battery backup though this only extends to the core functionality of the gate operator not the access controls. For the pedestrian gates the battery backup systems coincide with the access controls and security/access controls systems. Assuming the site doe not have generator backup, outside of the battery backup for the automated vehicle gate, those systems would be the responsibility of the security system/access control contractor.”

Answer 8): The site does not have a backup generator. The contractor must inspect the site and determine his needs for the project.

Question 9): “. The 3-year “service warranty”, stating “any repair” – assuming this is only pertaining to manufacture/workmanship warranty excluding acts of God external forces outside of our control such as weather, crashes, vandalism, etc.?”

Answer 9): The warranty would not include acts outside of the contractor’s control.

Question 10): “Do you have any more drawings? (i.e. building as builds, locations of panels, panel schedules, underground)” Answer 10): No.
