1. BACKGROUND:
Big South Fork National River and Recreation Area (hereinafter referred to as “BISO”) is located along the eastern portion of the border separating Kentucky and Tennessee. Encompassing and protecting approximately 125,000 acres, the park was established by Congress on March 7, 1974. The park’s primary mission is to “provide management for the National Area so that natural and cultural resources are preserved and protected for the use and enjoyment of present and future generations.” The
Big South Fork of the Cumberland River and its tributaries are preserved in a free-flowing condition, providing a broad range of recreational opportunities that benefit the surrounding region.
This project supports Phase 1 of BISO’s new 5-year cyclic unpaved road maintenance strategy, addressing ten priority unpaved roads and multi-use trails. As part of a coordinated effort between Roads & Trails and Facility Management, the National Park Service requires delivery and tailgate spreading of approximately 16,100 tons of limestone aggregate across designated road segments. All grading, shaping, vegetation work, drainage repairs, and hazard tree removal will be performed by NPS Non-Permanent Day Labor Staff and are not included in this contract.
The purpose of this procurement is to deliver and tailgate-spread aggregate along designated road segments to support improved surface stability, reduced rutting and erosion, and enhanced public access and emergency response capacity.
This contract supports work sequencing and prioritization that are internally controlled through
National Park Service facility management planning and FMSS processes. Contractor performance under this contract shall be coordinated with NPS staff but shall not be governed by or require reference to internal planning documents. Tailgate spreading under this contract shall be performed in a smooth, continuous manner along each designated road segment to avoid spot dumping, segregation, high spots, or uneven distribution of material.
2. PROJECT IDENTIFIERS:
PMIS NUMBER: 335530A
PROJECT TITLE: “Perform Cyclic Maintenance to 20% of BISO Unpaved Road Surfaces PHASE I”
3. PLACE OF PERFORMANCE: Work shall take place on the following unpaved roads and MUTs within Big South Fork National River and Recreation Area:
• 1302 Tons @ Duncan Hollow Bypass MUT – 2.1 miles
• 294 Tons @ Station Camp Campground Road – 0.5 miles
• 21 Tons @ Station Camp Dump Station Road – 0.05 miles
• 2541 Tons @ Duncan Hollow Road – 4.2 miles
• 1113 Tons @ Alfred Smith Road – 1.94 miles
• 483 Tons @ John Litton Road – 0.5 miles
• 3633 Tons @ West Bandy Creek Road – 3.02 miles
• 483 Tons @Jack Ridge MUT – 0.7 miles
• 1113 Tons @ Big Island Road – 1.82 miles
• 5124 Tons @ Station Camp Road – 4.41 miles
The quantities listed for each road segment represent tight estimated quantities and enforceable lower limits required to meet project objectives. Minor nominal variances may be accepted by the Government; however, gross under-delivery or over-delivery on individual road segments is not permitted for the purpose of redistributing material to other segments or to ease contractor operations. Each listed road segment shall receive aggregate delivery substantially consistent with the quantities identified herein.
(SEE MAPS BELOW)
4. PERIOD OF PERFORMANCE:
The contractor shall have no more than 45 working days to complete all required taskings once the offeror receives the Notice to Proceed, with the only exceptions being unforeseen events beyond the contractor's control and/or delays that are caused by the National Park Service.
The contractor shall begin work within 10 calendar days of receiving the Notice to Proceed. POP begins upon NTP issuance; anticipated start date is subject to Contracting Officer determination.
5. SCOPE:
The contractor shall furnish all labor, equipment, trucks, tools, fuel, mobilization, demobilization, material, and services necessary to deliver no less than 16,100 tons of limestone aggregate meeting TDOT Section 903 specifications or an NPS-approved equivalent. The material shall be tailgate-spread continuously along the designated roads in quantities sufficient to achieve a uniform 3-inch lift across each roadway prior to NPS grading. Stockpiling is not permitted without written approval from NPS. All grading, shaping, vegetation removal, and drainage work will be performed solely by NPS Day Labor crews.
Any proposed material offered as an equivalent to TDOT Section 903 specification aggregate shall require prior written approval by the Contracting Officer. References to TDOT Section
903 shall be interpreted as the current edition in effect at the time of contract performance.
Where differing state standards exist, the National Park Service has determined TDOT Section
903 to represent the applicable performance standard for this project.
6. TASK:
• The contractor shall deliver a minimum of 16,100 tons of TDOT 903-specification crusher run limestone aggregate (¾-inch down to fines) or an NPS-approved equivalent. Any material delivered above this quantity shall be at the contractor’s expense and shall not increase the firm-fixed price.
• Any aggregate delivered or spread in excess of the quantities required to meet the specified lift thickness or listed segment quantities shall be at the contractor’s sole expense and shall not increase the firm-fixed price of the contract.
• The contractor shall tailgate-spread aggregate in a uniform and continuous manner across the full width of travel along each designated road segment unless otherwise directed by the COR. Spot dumping, segregation, or uneven distribution is not permitted.
• Aggregate shall be tailgate-spread to achieve a uniform average lift of three (3) inches, with an allowable tolerance of plus or minus one-half (0.5) inch.
• The contractor shall complete an initial delivery and spreading run for review by the National Park
Service. Upon approval by the Government, the approved spread depth and distribution shall establish the standard of performance for all subsequent deliveries.
• No deviation from the approved spread depth shall be permitted without prior written approval from the Contracting Officer.
• Dump spacing and delivery sequencing shall be coordinated daily with the COR.
• The contractor shall use hauling equipment capable of safely accessing all roadways. Most roads maintain approximate clearances of ten (10) feet width and twelve (12) feet height; however, Duncan
Hollow Road, Alfred Smith Road, Jack Ridge Road, and Big Island Road contain tighter segments with minimum clearances of nine (9) feet width and eleven (11) feet height. The contractor is solely responsible for selecting appropriate equipment and ensuring safe passage without resource damage.
• The contractor shall provide certified weigh tickets for every load delivered. Printed or electronic copies are acceptable. The COR will note delivery quantities on daily logs.
• Any aggregate rejected by the Government for non-compliance with specifications shall be removed from park property at the contractor’s expense. Rejected material shall not be stockpiled, reused, or disposed of on National Park Service lands.
• The contractor shall provide all traffic control necessary to safely deliver materials, including managing encounters with public vehicles on narrow roads. The National Park Service will not supply flaggers or escorts.
• The contractor shall coordinate daily work activities with the COR to avoid conflicts with NPS crews and to identify any access concerns that may arise during operations.
• The contractor shall be responsible for any damage caused to park roads, ditches, culverts, or adjacent resources resulting from contractor operations. The contractor shall restore such damage at no additional cost to the Government.
• Contractor shall not spread aggregate during periods when road surfaces are saturated to the point that hauling or spreading may cause ruts, displacement, or damage. Contractor is liable for repairs due to hauling or spreading under such conditions.
• The National Park Service shall determine when road surface or site conditions are unsuitable for hauling or spreading due to saturation or risk of resource damage. The contractor shall immediately cease operations when directed by the Government under such conditions. Schedule extensions due to weather-related delays may be considered by the Contracting Officer on a case-by-case basis.
• Temporary road or segment closures are not permitted without prior written approval from the
National Park Service. Requests for temporary closures shall be submitted a minimum of fourteen (14) calendar days in advance and are subject to Government approval based on operational impacts and public notification requirements. Approval of temporary closures may require additional time to coordinate public communications and press releases and is solely at the discretion of the Government.
Note:
All grading, shaping, vegetation removal, drainage improvements, and hazard tree mitigation will be performed strictly by NPS personnel and are excluded from contractor responsibilities.
