About this file

This is a Scope of Work document for the District of Columbia Department of General Services, specifically for the FEMS Epoxy Flooring Upgrades Project covering Engine Houses 1, 11, 16, and 29. The project involves furnishing and installing epoxy flooring systems across four different fire engine houses, with each location having specific requirements. For Engine House #1, the work includes removing existing epoxy flooring, mechanically profiling concrete, and installing a 125 mils broadcast flooring system covering approximately 1,524 square feet. Engine House #11 requires similar work on 3,960 square feet, including shot blasting concrete, patching cracks, and installing a 4" integral epoxy cove base. Engine House #16 involves replacing approximately 336 square feet of flooring with both 125 mils and 65 mils broadcast systems, while Engine House #29 requires comprehensive flooring replacement on 3,960 square feet using diamond grinders and shot blasting techniques.

The solicitation is set aside specifically for certified Small Business Enterprises (SBEs) by the District of Columbia Department of Small and Local Business Development. Additional requirements include providing cove base along all perimeter walls, installing isolation strips with color-matched caulk, and implementing a 1-inch hand-troweled CANT BASE where floors meet outer walls. The contractor must mix and apply epoxy flooring materials on-site in accordance with manufacturer (ECONOSURF) specifications and ambient temperature requirements. Each engine house presents unique challenges, with some being occupied and others unoccupied, requiring careful coordination with FEMS during the renovation process.
