About this file

This document is a Standard Form 1442 Solicitation, Offer, and Award for a two-phase Request for Proposal (RFP) for Construction Manager as Constructor (CMc) Services for a new Land Port of Entry (LPOE) in Fort Fairfield, Maine. The solicitation is for design phase services and an optional construction phase with a Guaranteed Maximum Price (GMP), funded through the Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA).

Key details include a project estimated between $35-45 million, with design services anticipated to commence in December 2025 and construction starting around January 2028. The contract will be awarded using a best-value trade-off process, with non-price technical factors significantly more important than price. Evaluation will occur in two phases, assessing factors such as experience, management approach, key personnel qualifications, and past performance. A pre-proposal conference is scheduled for May 22, 2025, and a site visit for May 27, 2025. Proposals must be submitted electronically through SAM.gov, with a bid guarantee required 90 calendar days prior to exercising the construction services option. The project aims to provide a new, fully functional LPOE for U.S. Customs and Border Protection by January 2030.
