• Please refer to additional proposal submission, content, and format requirements in the Phase I Solicitation Section II, Proposals;

• Standards for Government evaluation of factors are contained in the Phase I Solicitation Section VII.F., Non-Price Factors.
Evaluation Factor 1 – Experience in Providing Design Phase Services and Construction Phase Services on Similar Projects
(30%)
This factor considers the Offeror’s experience as a firm in providing comparable Design Phase and Construction Phase Services for “similar” projects that the Offeror has completed.
A "similar” project is defined as a project that, at a minimum, meets the following criteria:
• New construction or Major Renovations within an occupied facility
• Design Phase Services that included project planning, value engineering, cost savings, design reviews, constructability reviews, problem/issue resolution, coordination, phasing plan development, CPM development, site logistic planning, independent cost estimating, and development of subcontractor interest.
• Included major mechanical, electrical, plumbing, civil and life safety components, roof and building envelope restoration and repairs
• Phased Construction, keeping occupied portions of the site in operation
• Greater than 15,000 GSF
• Total Construction Costs greater than $25,000,000
• At least substantially completed within the last 15 years of the proposal due date
Evaluation Factor 2 – Management and Technical Approach (Design Phase Services and Construction Phase Services)
(25%)
This factor considers the Offeror’s project management plan which indicates the methods and means they will employ to ensure management of the project in a manner which will maximize the opportunity for successful completion that is on-time, on-budget, and within quality expectations.
The Offeror shall provide a detailed project management plan that includes the following:
• Overall approach;
• Staffing Plan;
• Quality Control Plan;
• Safety Plan;
• Capacity Discussion
Evaluation Factor 3 – Qualifications and Experience of Key Personnel (20%)
The Offeror shall identify the personnel they propose to fill the key team member positions listed below and state their roles and responsibilities on the Project. The Offeror shall provide evidence of the competency, past performance, qualifications and related experience of key team members.
• The Offeror shall provide resumes for each key team member clearly indicating their currently held position/title, proposed project position/title, education, qualifications, professional licensing, personal awards received, and work experience (including roles) over the last ten (15) years;
• Offerors shall provide a matrix chart clearly identifying the roles that key team members held on the projects submitted under Evaluation Factor 1.
Evaluation Factor 3 – Qualifications and Experience of Key Personnel (20%) (cont.)
• If the key team members did not work on any of the three projects submitted under Evaluation Factor 1, provide contact information for two references for each such individual who has thorough knowledge of the details of the individual’s performance in a similar position on a similar project;
• Team members shall include those with the expertise listed in Section II.C.4 of the CMc Statement of Work. Suggested team members are listed in the Phase I Solicitation Section II.C.3.
Evaluation Factor 4 – Past Performance in Providing Design Phase Services and Construction Phase Services on Similar
Projects Provided under Factor #1 (20%)
This factor considers the Offeror’s Past Performance with regard to the projects submitted under Evaluation Factor 1, as a predictor of the Offeror’s compliance with contract requirements and overall quality of performance.
• For each of the (3) “similar” projects submitted under Evaluation Factor 1, the Offeror must submit a Past Performance Questionnaire (PPQ), completed by the applicable client. Completed PPQs should be submitted with the proposal;
• Also include performance recognition documents received within the last (6) years, such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.
Evaluation Factor 4 – Past Performance in Providing Design Phase Services and Construction Phase Services on Similar
Projects Provided under Factor #1 (20%) (cont.)
• The Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Contractor Performance Assessment Reporting System (CPARS), for all offeror team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror's proposal;
• While the Government may elect to consider data from a variety of sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
Proposal Evaluations
• The Government will award a contract resulting from this Solicitation to the responsible Offeror whose offer conforming to the Solicitation will be the best value to the Government, Total Evaluated Price and other factors considered. In addition to Total Evaluated Price, the following non-price factors shall be used to evaluate offers:
• PHASE I:
• Experience in Providing Design Phase Services and Construction Phase Services on
Similar Projects (30%);
• Management and Technical Approach (Design Phase Services and Construction
Phase Services) (25%);
• Qualifications and Experience of Key Personnel (20%);
• Past Performance in Providing Design Phase Services and Construction Phase
Services on Similar Projects Provided under Factor 1 (20%)
Proposal Evaluations (cont.)
• PHASE II:
• Small Business Participation (5%)
• In total, Non-Price Factors, when combined, are significantly more important than the Total Evaluated Price. The degree of importance of price could become greater depending upon the equality of the non-price proposals. Price becomes more controlling as the equality of competing non-price proposals becomes greater;
• The Government intends to make contract award without discussions with offerors.
Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. However, the Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
Important Considerations for the Phase II RFP – Thinking Ahead
Phase II Requirements of Note
• Magnitude of Construction;
• Price;
• Inflation Reduction Act
• Small Business Subcontracting Plan;
• Cost Accounting Standards (CAS) and Open Book Accounting
Magnitude of Construction
• The estimated Total Contract Price is between $35M and $45M
• Offerors are cautioned that price proposals exceeding this range may be determined ineligible for award based on budgetary limitations;
Price
• The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s);
• Total Evaluated Price shall be calculated using the prices indicated in the Price Proposal. Reference the SF 1442 for the formula.
Small Business Subcontracting Plan
• A Small Business Subcontracting Plan, in accordance with FAR 52.219-9, is required to be submitted with Phase II offers. See the attachment list for Phase II for a model plan;
• There is also a Small Business Participation non-price evaluation factor worth 5% overall. This factor is used to evaluate the Offeror’s standing as a Small Business in one or more of the following socioeconomic categories: SDB; HUBZone; SDVOSB;
and/or WOSB, under NAICS 236220.
Cost Accounting Standards (CAS)
• The Offeror must submit certification from a Certified Public Accountant (CPA) that the Offeror’s accounting system provides for the following:
• The accounting system is in accordance with Generally Accepted Accounting Principles (GAAP);
• There is proper segregation of direct costs and indirect costs;
• There is proper identification and accumulation of direct costs by contract.
• There is a labor time distribution system that charges direct and indirect labor appropriately.
• The GAAP Certification must be provided from the accountant directly to the Government within 10 days of submission of a proposal.
Cost Accounting Standards (CAS) (cont.)
• Large Business Offerors only – The Offeror must submit all disclosures in accordance with FAR 52.230-1, Cost Accounting Standards Notice and Certifications and FAR 52.230-7, Proposal Disclosure – Cost Accounting Practice Changes.
