About this file
This is a Communications Plan document for the Fort Fairfield Land Port of Entry (LPOE) project, prepared by Jacobs Technology, Inc. for the General Services Administration (GSA) New England Region 1. The plan outlines detailed communication protocols and meeting requirements across multiple project phases: Concept Design, Design Development and Construction Document, Construction, and Closeout.
The communications strategy includes recurring meetings with various stakeholders such as GSA, Customs and Border Protection (CBP), the Architect/Engineer (AECOM), and the Construction Manager. Key communication methods involve virtual and in-person meetings with frequencies ranging from weekly to monthly, depending on the project phase. The plan emphasizes strict protocols for information sharing, including using specific project management information systems (Kahua and Dr. Checks), maintaining confidentiality, and ensuring all decision-making communications are properly documented and stored. The project aims to construct a new fully functional Land Port of Entry in Fort Fairfield, Maine, with design services expected to commence around December 2025 and construction anticipated to start in January 2028.

1. Introduction
1.1 Fort Fairfield LPOE Project Overview
The Fort Fairfield Land Port of Entry in Fort Fairfield Maine is an international border crossing between the towns of Fort Fairfield, Maine and Southern Victoria, Canada. The LPOE was built in 1933 and listed on the National Register of Historic Places in 1914. Increased traffic, site constraints and outdated facilities have rendered the existing RHC LPOE insufficient to meet current demands.
The Fort Fairfield LPOE is located 4 Boundary Line RD, Fort Fairfield ME. It is situated about 100 feet west of the U.S./Canada border, on the northside of Main State Route (SR) 161 and overlooks the Aroostook River Valley to the west. The Fort Fairfield LPOE is a Colonial Revival style edifice from 1931 and 1937.
The New Fort Fairfield Land Port of Entry will supplement the existing LPOE. Programming for the new LPOE will expand its functionality by bringing new and existing tenants with operationally aligned missions into a shared facility. The current LPOE is obsolete and cannot accommodate modern inspection and border security technologies. The existing facility is undersized and outdated as it relates to mechanical, electrical, and plumbing systems. When completed, the new LPOE will provide adequate operational space, reduced traffic congestion, and safe conditions for employees and travellers.
1.1.1 Communication Plan Review
This Plan and the processes contained within will be reviewed at regular, documented intervals to ensure it remains current and promote continual improvement.
The CMa, in coordination with GSA, will be responsible for maintaining this communication plan.
1.2 Communication System Structure
The Plan covers the scope of work for the Fort Fairfield LPOE project. Its objective is to provide assurance to the GSA that Jacobs meets the requirements of the contract. The governance management system hierarchy is shown below:
1.2.1 OWNER: GSA PROJECT TEAM/PERSONNEL
The project participants are identified below by entity with a brief description of role and responsibility. Titles for individuals are project specific and refer to a functional role on the project, rather than actual titles as identified within respective entity organizational structure. Also, professional credentials are omitted for sake of brevity and to avoid inadvertent inaccuracies.
Owner: General Services Administration As the owner of the facility, GSA represents the funding government agency for the project and thus assumes overall responsibility for full execution of all aspects of the project design and construction.
A. Project Manager (PM): TBD New England Region 1 The GSA PM will serve as the Contracting Officer’s Representative (COR). This person will manage the day-to-day project activities and oversee the delivery of the project. The GSA PM will facilitate coordination between the CMa and other entities participating on the project. This may include other GSA personnel, the Design-Build contractor, and customer agency representatives and other stakeholders. The GSA PM will be the primary point of contact for the CMa.
B. Contracting Officer (CO): Sotheavy Khon New England Region 1 The GSA CO has the overall responsibility for the administration of this contract. The CO alone is authorized to act on behalf of GSA to amend, modify, or deviate from the contract terms, conditions, requirements, specifications, details, and/or delivery schedules; make final decisions on disputed
002 3 matters for non-performance or unsatisfactory performance. Final acceptance of all items submitted under this contract is to be the responsibility of the CO.
C. GSA Operation & Maintenance Staff (OMS)
The GSA OMS will assist in the development of the Systems Acceptance Criteria and Functional Test Procedures and participate in the necessary contractor-provided training. The OMS may also participate in functional performance testing and at the direction of the GSA PM participate in the commissioning process.
1.2.2 OWNER REPRESENTATIVE/AGENCY CMa: Jacobs
Providing management, administrative and technical support to the Government throughout all phases of the project. Referred to as Construction Management as Advisor (CMa) in contract document language, Jacobs is formally designated by GSA as the entity providing technical, contractual, and administrative representation and assistance for the Government on all matters pertaining to the project. Project Commissioning (CXa) and delivery of COBie are also part of CMa’s scope of work.
1.2.3 ARCHITECT/ENGINEER (A/E): AECOM
GSA is contracted directly with AECOM as the Architect/Engineer (A/E) to provide Construction Documents for the Fort Fairfield LPOE. The A/E will define the scope of work and develop a cohesive master plan for this project. Additionally, the A/E will confirm and update the project program requirements provided within the completed 2019 Parsons Feasibility Study. GSA will utilize the Program of Requirements (POR), final master plan, and final Construction Documents to solicit the best Construction Manager as Constructor (CMc).
1.2.4 CONSTRUCTION MANAGER AS CONSTRUCTOR (CMc): TBD
“As a general matter, the CMc shall review and become familiar with the scope of services under the A/E’s contract, especially the various standards, guidelines, policies, and documents that the A/E must follow in developing the design and construction documents. This review and familiarization are vitally important during the Pre-Construction Phase Services because, as outlined in more detail below, the main tasks of the CMc Contractor during the Pre-Construction Phase Services are to provide constructability and cost estimation reviews of the A/E’s design-related submissions. At its core, the CMc Contractor will help to ensure that the design and construction documents will enable the Government to exercise the Guaranteed Maximum Price (GMP) Option at a price that is at or below the GMP.” (CMc Final SOW, Section A.8)

2. Fort Fairfield LPOE Level Communications
2.1 Formal Communications (Meeting) Requirements
Team members are required to communicate with Client representatives and internal team members on a regular basis to support Project Delivery.
All original ‘decision making’ incoming/outgoing communications including letters, memos, e-mails, and recordings of MS Teams meetings relating to the project shall be stored on the common data environment, i.e. Kahua and Dr. Checks, in the appropriate folders.
Concept Design Phase
During the Concept Design Phase, Jacobs will participate in and monitor the design development process. As part of the process, Jacobs will develop and maintain a design review log to compile all design review comments from the GSA, Jacobs, and other design reviewers. This log will be utilized to ensure time resolution of all design review comments.
The below table is for the minimum level of meetings and communications to be conducted during the Design Phase:

All meetings with non-GSA agencies (tenant agencies/stakeholders, non-regional GSA personnel, Federal, State, and Local entities, etc.) must
002 5 be coordinated through the GSA Project Manager. Dictated by the entity leading each meeting or working session, the meeting organizer will provide notices (e-calendar invitations), prepare the agenda, and record the meeting minutes for each.
Jacobs will provide a CXa that will provide commissioning services throughout the project, beginning in the DD Phase. The CXa will support the efforts to achieve the LEED Fundamental and Enhanced Commissioning credits and ensure the P100 commissioning requirements are met. The CMa will develop a Preliminary Commissioning Plan during the Bridging Document Phase for incorporation into the Design-Build solicitation, plan will continue to be updated it for the duration of the project.
