About this file
This document is a Standard Form 30 amendment (Amendment 0001) to Solicitation 47PB0025R0016 for Construction Manager as Constructor (CMc) Services for a new Land Port of Entry (LPOE) in Fort Fairfield, Maine. The amendment adds requirements for a Project Labor Agreement (PLA), specifically mandating that the contractor negotiate and become a party to a project labor agreement with labor organizations for the construction contract term, and requiring subcontractors to also become party to the agreement. An executed and acceptable Project Labor Agreement must be submitted prior to exercising the Guaranteed Maximum Price (GMP) Construction Option.
The amendment maintains the Phase I proposal due date of June 23, 2025, at 2:00 PM EST, with no changes to other terms and conditions. The overall solicitation is for a new LPOE facility for U.S. Customs and Border Protection, utilizing a Construction Manager as Constructor delivery method. The project is estimated to cost between $35-45 million, with design phase services anticipated to commence in December 2025 and construction phase starting around January 2028. The contract will be awarded using a two-step process, with non-price technical factors significantly more important than price, and the evaluation will consider factors such as experience, management approach, key personnel qualifications, and past performance.
