Performance Work Statement For

Access Control System for Bldg. 1358

1.0. DESCRIPTION OF SERVICES

1.1. Description of Services. The contractor shall engineer, furnish, install, connect to Local Area Network/Wide Area Network (LAN/WAN), test and make operational newly installed equipment to Original Equipment Manufacturer (OEM), industry standards with the appropriate vendor pass through license. The contractor shall provide all hardware, software, licensing, and training required for the use of equipment installed in this Performance Work Statement (PWS).

The overall objective is to install ten (10) PIVClass Credential Reader with keypad, one- Thousand (1,000) Card Stock, one (1) operational Vindicator Badge Management 3 (VBM3), (1) Vindicator V3, (1) PIVClass Reader Enrollment Station, fourteen (14) MR50-S3 interface panel and one (1) monitor. The new installment will be compatible with the existing Security Archive Workstation, Vindicator server, Vindicator Badge Manager 3 (VBM3) and Windows 10, located at the Visitor Control Center. The new Vindicator Badge Management 3 (VBM3) station will be installed in bldg. 1358 as the main enrollment station and the Vindicator Badge Management 3 (VBM3) located at the Visitor Control Center will be the redundant station associate to this contract in support of the 355 Wing, on Davis-Monthan AFB (DMAFB), AZ

1.2. Basic Services

1.2.1. Installation. The requirement is an installation of ten (10) PIVClass Credential Reader with keypad, one-Thousand (1,000) Card Stock, one (1) operational Vindicator Badge Management 3 (VBM3), one (1) Vindicator V3, one (1) PIVClass Reader Enrollment Station, fourteen (14) MR50-S3 interface panel and one (1) monitor. The new installment will be compatible with the existing Security Archive Workstation, Vindicator server, Vindicator Badge Manager 3 (VBM3) and Windows 10, located at the Visitor Control Center. The new Vindicator Badge Management 3 (VBM3) station will be installed in bldg. 1358 as the main enrollment station and the Vindicator Badge Management 3 (VBM3) located at the Visitor Control Center will be the redundant station associate to this contract in support of the 355 Wing, on Davis- Monthan AFB (DMAFB), AZ

1.2.1.2. Contractor Provided Services

a. The contractor shall package, handle, store, transport, stage, and deploy of any equipment and materials provided as part of this PWS. Any equipment removal shall be conducted by the contractor, and disposal shall be coordinated with a designated official(s) from 355 Security Forces Squadron/355 Communications Squadron/355 Civil Engineering Squadron to have equipment disposed at the host base Defense Logistics Agency (DLA) Disposition Services. The contractor shall dispose of equipment and materials only when authorized by Government personnel.

b. The contractor shall provide defined solution for Access Control and Vindicator

Badge Management 3 (VBM3) engineering, furnishing, installation, testing and making system operational.

c. The contractor’s solution(s) and all equipment or system(s) proposed shall be on the latest Non-Nuclear Configuration Management Database (CMD) Equipment Approval list and be the most current certified software version at the time of quote in accordance with AFI 31-101, Integrated Defense. The systems shall meet interoperability requirements of the CMD to ensure interface with commercial and military interface standards. Operating Systems and applications shall be configured in accordance with Security Technical Implementation Guides (STIGs) in accordance with Defense Information Systems Agency (DISA), standards for Department of Defense (DoD) information assurance, Information Assurance (IA) -enabled devices and systems.

d. The contractor shall assist the base in implementing the IA compliance for system

Certification and Accreditation (C&A) to support the DoD Information Assurance Certification and Accreditation (DIACAP) process by providing and developing system documentation, settings, self-assessments and specifications required to support the successful accreditation of the Government DIACAP package. This shall include information in support of Government input into the Enterprise Mission Assurance Support Service (eMASS).

e. The contractor shall ensure all personnel identified to support this requirement are trained and certified on the systems to include Honeywell Vindicator Access Control, Intrusion Detection System (IDS), Vindicator Command and Control (VCC), Vindicator Access Control System and all other certifications involved in this effort. Personnel identified to support this requirement must be able to provide training certifications upon Government request.

f. If required, the contractor shall ensure that personnel accessing information systems have the proper and current IA certification to perform IA functions in accordance with DoD Publication 8570.01‐M, Information Assurance Workforce Improvement Program, reference paragraph 2.1.5. The contractor shall meet applicable information assurance certification requirements, including (a) DoD‐approved IA workforce certifications appropriate for each specified category and level and (b) appropriate operating system certification for information assurance technical positions as required by DoD Publication 8570.01‐M. Contractor personnel who do not have proper and current certifications shall be denied access to DoD information systems for the purpose of performing information assurance functions. Upon request, the contractor shall provide documentation supporting the information assurance certification status of personnel performing information assurance functions, reporting current IA certification status and compliance.

g. The contractor shall ensure the equipment is compatible with proprietary Honeywell

Vindicator equipment from the authorized CMD listing, no substitutions.

h. The contractor will provide an invoice list of all equipment and materials associated and purchased for this Performance Work Statement.

i. The contractor shall be responsible for ensuring that all equipment and materials installed under this contract are in proper working condition and fully operational upon completion of the project. The contractor agrees to take all necessary actions and expend all reasonable efforts to ensure the successful functioning of the system.

j. The contractor shall be responsible for programming all equipment and materials within their scope of work and ensuring functionality and compliance with applicable governmental and industry standards.

k. If additional cabling and troubleshooting are required to ensure the completion, functionality and operational effectiveness of the scope of work, the contractor will be obligated to perform all necessary tasks to ensure that the equipment is fully operational and functional before the government acceptance test.

l. The contractor shall ensure that all aspects of the new installment are operational and functional meeting the standards outlined in this contract.

1.2.2. Deliveries. The contractor shall coordinate with the manufacturer to perform/schedule/confirm delivery day/time for equipment, and access to hardware. An inventory check will be conducted with the contractor and a member of the 355th Security Forces Squadron, to verify all equipment and material has arrived with no damage.

1.2.3. Requirement. The minimum requirement is an installation of 10 (10) PIVClass Credential Reader with keypad, one-Thousand (1,000) Card Stock, one (1) operational Vindicator Badge Management 3 (VBM3), one (1) Vindicator V3, (1) PIVClass Reader Enrollment Station, fourteen (14) MR50-S3 interface panel and one (1) monitor. The new installment will be compatible with the existing Security Archive Workstation, Vindicator server, Vindicator Badge Manager 3 (VBM3) and Windows 10, located at the Visitor Control Center. The new Vindicator Badge Management 3 (VBM3) station will be installed in bldg. 1358 as the main enrollment station and the Vindicator Badge Management 3 (VBM3) will be the redundant station associate to this contract. The installation shall include all hardware, licensing, software, and installation/connection to the LAN/WAN. Unless otherwise specified in Site Survey Data documentation, the contractor shall perform all tasks necessary to provide a complete working system. Unless otherwise specified in Site Survey Data documentation, the Access Control System shall provide, at a minimum, the following features:

(10) Keypads with swipe and PIN capabilities Compatibility with Windows 10 Compatibility with existing Security Archive Workstation and Vindicator server

(1) Vindicator Badge Manager 3 station with (1) enrollment reader

(1) Vindicator V3

(14) MR50-S3 interface panel 1,000 Card stock compatible with keypads and VBM3

(1) Monitor 3 hours minimum of backup power required through battery strings or UPS system’s at

Bldg. 1358 and an electrical outlet connected to building 1358 backup generator located on the top of the weapons armory.

All miscellaneous equipment (ie.,cabling, tampers, power supplies, kvm, etc.) to make AECS system operational

1.2.4. Installation Locations. The contractor shall install one (1) Vindicator V3, one (1) Vindicator Badge Management 3 (VBM3), one (1) monitor, one (1) PIVClass Reader Enrollment Station, fourteen (14) MR50-S3 interface panel ten (10) keypads.

4. Keypad locations:

1.3. Warranty Replacement. The contractor shall provide warranty services for workmanship deficiencies and equipment provided or installed as described. Warranty period shall begin upon site acceptance. The contractor shall provide warranty services for workmanship deficiencies and equipment installed for a period of one (1) calendar year from final inspection/acceptance date.

The contractor shall provide written procedures and required information (24/7 contact number) for sustainment and warranty services prior to cutover in the site acceptance form. This information shall include, but is not limited to, written confirmation of the warranty period phone numbers and contact information/procedures for technical support, troubleshooting assistance, and replacement of faulty cards/equipment. The contractor shall notify the site and DMAFB ninety (90) days prior to warranty expiration.

1.3.1. Software Patching. The contractor support shall include all OEM software patches and vulnerability fix solutions as provided by the OEM that occur during the course of the warranty period at no additional cost to the Government. The prime contractor shall provide patch notification to site and all patches must be pre-tested prior to sending out.

1.3.2. Training Development. The contractor shall provide on-site training on all systems installed in accordance with PWS. The Access Control and Security Archive Workstation systems shall be designed to be operated by personnel with a minimum of a Journeyman level.

The object of training is to provide personnel and contractors with the knowledge necessary to support, manage, troubleshoot, and operate the system’s hardware and software tools to perform their jobs. The objective of technician training is to provide Journeyman level agents the knowledge necessary to operate Access Control and Security Archive Workstation. Separate training shall be provided to ESS, Pass and Badge staff, and contractors with the knowledge necessary to provide maintenance, troubleshoot solutions, and sustainment of the Access Control and Security Archive Workstation. Training shall be instructor-led, classroom training, in lecture, demonstration, and performance formats. The contractor shall develop end-of-course critiques to be distributed to attendees of all training. Training course for Access Control and Security Archive Workstation will be limited to 355 SFS personnel not to exceed 30 personnel and 4 hours and there must be at least 2 dates of training available to ensure 355 SFS can achieve all training needs without interruption of posting.

1.3.3. Manuals. The contractor shall provide two (2) copies of the OEM’s manuals for all equipment installed for this project (PDF format preferred) with copyright releases. The manuals shall include user guides, description, installation, test, operation and maintenance. The contractor is not responsible for existing commercial equipment manuals. The contractor is required to be able to show the inter-connections between both hardware and software of the present and future systems.

1.3.4. System Turn Over. The contractor shall provide as-built documentation including, but not limited to:

a. Bayface layout drawings and diagrams of the chassis/shelf/cabinet identifying installed cards, modules, equipment, etc.

b. As-built documentation including cable and power drawings/specifications, floor plans, and engineering specifications generated in support of the installation of the system for all gates and buildings.

c. Documentation including drawings that depict the overall installed system configuration and network topology.

d. Documentation including an equipment listing with serial/model numbers and manufacturer specifications.

e. The contractor shall provide an inventory of any newly installed equipment and software, identification of test results, site-specific “as-built” engineering drawings, and a summary of any open items.

f. The contractor shall supply all equipment/ to include keys, passwords, manuals, and any other supporting documents and equipment.

g. Completed test results on the Access Control and Security Archive Workstation system performance.

h. All upgrade and reconfigured equipment and material (i.e., cabinets, racks, termination blocks, patching, cables, etc.) shall be permanently identified through stenciling or tags.

Handwritten tags are not permitted. Red-lined drawings are unacceptable. All network topologies in the Air Force are considered both sensitive and proprietary.

1.4. General Information

1.4.1. Security Clearance. All contractor personnel shall comply with established security procedures for entering an installation and its facilities, including special security procedures for entry to restricted or controlled areas. The contractor shall obtain necessary badges or documents required for entry to restricted or controlled areas, if applicable, to meet the requirements of this PWS. The contractor shall coordinate with the site POC to obtain and return temporary badges and vehicle registrations.

1.4.2. Protection of Personally Identifiable Information. Personally Identifiable Information (PII) refers to information that can be used to distinguish or trace an individual’s identity either alone or when combined with other information that is linked or linkable to a specific individual.

PII may range from common data elements such as names, addresses, dates of birth, and places of employment, to identity documents, Social Security numbers (SSN) or other government-issued identity, precise location information, medical history, and biometrics. Contractor personnel shall protect all PII encountered in the performance of services in accordance with Department of Defense Directive 5400.11, Department of Defense Privacy Program, and DOD 5400.11-R, Department of Defense Privacy Program. If a PII breach results from the contractor's violation of the aforementioned policies, the contractor shall bear all notification costs, call-center support costs, and credit monitoring service costs for all individuals who's PII has been compromised.

1.4.3. Work Area Evacuation. There may be occasions, due to Air Force mission requirements, when the contractor must discontinue work and vacate restricted areas. If this is the case, contractor personnel shall vacate the work area. Government personnel will inform the contractor when they may resume work.

1.4.4. Employee Appearance. Contractor employees shall present a neat appearance and shall be easily recognized as contractor employees while on the installation providing services.

Contractor employees shall wear distinctive clothing, overcoats, or hats, bearing the company name or logo. The coloring and design of the items shall be such that it identifies the contractor’s employees easily and quickly for reasons of safety and personal protection.

1.5. Safety. The contractor shall comply with all local, state and federal laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of contractor employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor’s compliance or noncompliance with such responsibilities. The contractor is responsible for furnishing contractor employees with all necessary personal protective equipment to perform services. No personnel presenting potential threats to the health, safety, security, general wellbeing, or operational mission of the installation and its population shall be employed by the contractor during the execution of this PWS. The contractor must comply with DMAFB and HPCON Covid-19 health requirements. Compliance with Air Force Instruction (AFI) 91-202, Air Force Mishap Prevention Program, is mandatory.

The contractor must develop a site-specific Safety and Health Plan.

1.5.1. Work Areas. The contractor shall keep work areas free from accumulations of waste material, rubbish, tools, equipment, and materials at all times. Upon completion of the job or when away from the work site, the contractor shall leave the work area and premises in a clean, neat, safe and workmanlike condition.

1.5.2. Trash/Waste Removal. The contractor shall remove and dispose all trash and waste materials at a permitted site. The contractor shall not dispose of any trash or waste on Davis- Monthan AFB. Contractor employees shall collect any and all trash, debris, refuse, garbage, etc., that is generated and place it in the appropriate containers with lids or approved covers at the end of each workday.

1.5.3. Environmental Control. The Contractor shall be required to meet or exceed the requirements and compliances of the most current 355 CES/CEIE, Davis-Monthan Contractor Environmental Guide in effect at the time of project award. 1.5.4. Smoking in AF Facilities. Contractor personnel are advised that the Air Force has placed restrictions on the smoking of tobacco products in AF facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in our facilities.

Contractor employees and visitors are subject to the same restrictions as Government personnel.

Smoking is permitted only in designated smoking areas.

1.5.5. Illegal Substances. Illegal substance possession and/or use will not be tolerated on any military installation, including DMAFB. This includes the use, possession, distribution, or purchasing of marijuana, even if it has been medically prescribed. The contractor shall ensure that contractor employees who have base access do not possess and/or use illegal substances. All contractors and subcontractors are required to adhere to all local, state and federal laws concerning possession and/or use of illegal substances. Contractors found to be in possession of illegal substances will be barred from the installation, and subject to arrest and prosecution by local authorities.

1.6. Working Hours. The contractor shall perform services between the hours of 7:30 a.m. and 4:00 p.m. Monday through Friday, excluding Saturdays, Sundays and Federal Holidays. If the contractor desires to work after 4:00 p.m., weekends, or during Federal Holidays, the contractor must submit the request to the host unit. Each request will be considered on a case-by-case basis.

Host unit operations sometimes require no contractors are allowed access to the site. The host unit will make every effort to provide the contractor a forecast of time spans where access will not be permitted. Additionally, although rare, operations can dictate that the contractor be requested to cease work immediately and vacate the job site.

1.6.1. Federal Holidays. The following Federal Holidays are observed by the host unit:

1.6.2. Government Delays. Routine work efforts shall be performed during normal installation operating hours.

1.7. Security Requirements

1.7.1. Base Entry Requirements. The contractor shall obtain Government identification documents for all employees. The contractor must provide the full name, DOB, citizenship, social security account number (SSAN), driver’s license number (including state), and hours of required access, for each contractor employee. Any employee who does not have a driver’s license must provide another official form of picture ID, such as Immigration and Naturalization Service (INS) work permit or an Arizona ID (available through the Arizona Department of Transportation). Any employee desiring to bring a privately owned vehicle on DMAFB must provide proof of automobile registration and at least the minimum required liability insurance, as well as a valid driver’s license. Contractor ID cards or temporary base pass will be available for pick up within seven working days after application is received by the 355th Security Forces Squadron POC.

1.7.2. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires, e.g. terminated for cause, retirement, etc., and turn them in to the issuing office.

1.7.3. Traffic Laws. Contractor employees shall comply with all DMAFB traffic regulations.

Contractor employees are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges and debarment from the base. The use of cell phones is prohibited while driving on DMAFB, unless the phone is hands free phone. Seat belt use is mandatory for all vehicle occupants.

1.7.4. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.

1.7.5. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned vehicle while on Davis-Monthan AFB.

1.7.6. Contractor Travel on Davis-Monthan AFB. All contractor employees shall not loiter in any working area before or after performing services. Upon completion of contract work, contractor employees shall promptly depart Davis-Monthan AFB. All contractor employees shall limit their travel on Davis-Monthan AFB only to the specific areas required for performance of services or in travel directly to and from these locations.

1.7.7. For Official Use Only (FOUO). The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

1.7.8. Reporting Requirements. Contractor personnel shall immediately report to an appropriate government authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.

1.7.9. List of Employees. Upon contract award, the contractor shall submit to the 355th Security Forces Squadron POC a list of contractor employee names, social security numbers, and driver’s license numbers and state of issue, or other means of positive identification of all employees performing services on Davis-Monthan AFB. The contractor shall submit an updated list when an employee's status or information changes.

1.7.10. Physical Security. Host unit shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

1.7.11. Contractor Vehicle Requirements. All vehicles used in the performance of the contract shall be properly registered and meet local, state, and federal safety and emissions requirements.

Each contractor vehicle shall have the Contractor Logo neatly exhibited on each side of the cab.

Vehicles shall be in satisfactory mechanical condition and present a neat and clean appearance.

Any vehicle(s) not so maintained may be ordered removed from the base by and at the sole discretion of the Contracting Officer, until satisfactory repairs are made. The contractor shall operate vehicles to comply with base traffic regulations. Vehicle-mounted communication equipment shall conform to all applicable base and federal frequency regulations and avoid conflict with existing frequencies.

1.8. Government Provided Services

1.8.1. Emergency Services. The Government will provide security forces services (call (520) 228-4444, for emergencies only), and fire protection services (call (520) 228-3333). There are no emergency medical services available on Davis-Monthan AFB, therefore the contractor must dial

(520) 228-3333 for emergency medical services.

1.8.2. Government Provided Items

a. All required credentials for access to systems

b. Physical escort at all times in classified areas

c. Sanitized work environment of all classified material

d. Government communications technician for network troubleshooting
