About this file

This Addendum 1 document pertains to Contract Number 9TSC0108 issued by the California Department of Forestry and Fire Protection (CAL FIRE) for infrastructure improvements at the Fresno Air Attack Base (Project Number TSSRFKU0005192). The project involves construction of a C130 Barracks facility at the Fresno Air Attack Base located at 2311 N. Clovis Avenue, Fresno, California 93727. Addendum 1, dated September 25, 2026, modifies the original contract documents by replacing the Table of Contents for Book II, adding new drawings and specification sections, revising existing drawings and specifications, and deleting obsolete specification sections. The addendum introduces new architectural, mechanical, plumbing, electrical, and communications drawings, along with corresponding specification sections covering materials such as hollow metal doors, tile carpeting, sound-absorbing wall units, ceiling fans, HVAC systems, communications equipment, and fire alarm systems. Key contract requirements include work hour restrictions limiting operations to 7:30 a.m. to 4:30 p.m. Monday through Friday, mandatory advance notification for utility shutdowns (minimum 7 calendar days notice), and prohibition of electrical service disruption to occupied facilities. The project encompasses multiple divisions of work including demolition, concrete, metals, wood construction, thermal and moisture protection, openings, finishes, specialties, equipment, furnishings, earthwork, exterior improvements, and utilities.

The contract includes six allowances totaling $190,000: $27,000 for excavation or removal of unforeseen subterranean items or hazardous materials; $20,000 for additional utility work or underground infrastructure; $22,000 for additional telecom work; $48,000 for work required by the Office of the State Fire Marshal; $55,000 for Construction Change Directives addressing errors or omissions in contract documents; and $18,000 for hazardous material-related work. Payment procedures require submission of a Schedule of Values and monthly Applications for Payment with supporting documentation including certified payroll records and project record drawings. The contract mandates use of web-based project management software for document and communication management, submission of a CPM schedule within 45 days of the Notice to Proceed, and weekly progress meetings. The contractor must maintain security procedures reviewed at the project start meeting, comply with restrictions on existing well disturbance, and observe a nonsmoking policy within 25 feet of building entrances. The State will furnish three sets of contract documents (both electronic PDF and paper copies) to the contractor upon award. Design professionals include Anthony Eccleston (Senior Civil Engineer) and Matthew Heintz (Project Director) from CAL FIRE Technical Services.
