M.1.1 52.217-5 Evaluation of Options (JUL 1990)
M.2 Eligibility for Award
Proposals shall be prepared in accordance with the instructions in Section L of the solicitation and must clearly demonstrate the Offeror’s ability to meet all requirements specified in the solicitation. Failure to furnish full and complete information that demonstrates the Offeror’s ability to satisfy the requirements may cause the offer to be considered technically unacceptable.
For an offer to be eligible for award the Offeror, must be responsible and must not receive a
“marginal” or “unsatisfactory” rating for any evaluation factor. As previously stated in L.7.2.2, Volume I of the proposal shall include reference and explanation of any exceptions or deviations taken or conditional assumptions made with respect to the Offeror’s proposal versus the solicitation. All exceptions taken must contain sufficient amplification and justification to permit evaluation. All benefits to the Government shall be explained for each exception taken. Such exceptions will not automatically cause a proposal to be termed unacceptable unless the exception(s) fails to provide sufficient benefits to the Government or result in deviations from the requirements of this solicitation.
The determination of the Offeror’s responsibility will be made by the Contracting Officer and will be assessed on a pass/fail basis. The Government will make determinations responsibility in accordance with Federal Acquisition Regulation (FAR) 9.1, Responsible Prospective
Contractors, using information available from other sources. Offers that do not meet the pass/fail qualifications will not be evaluated further and will not be considered for award.
The Government envisions adjectival ratings for each factor as follows:
Excellent
Very Good
Satisfactory
Marginal
Unsatisfactory

M.3 Evaluation Factors
All offers will be evaluated on the following factors and subfactors. The three factors are equal in importance. The subfactors under Factor 1 are equal in importance but, as a whole, will not increase the overall importance of Factor 1.
Factor 1 Technical Proposal o Subfactor 1 Technical Approach o Subfactor 2 Management Approach
Factor 2 Past Performance
Factor 3 Price
M.3.1 Initial Proposal Evaluation
The initial proposal evaluation will be conducted as follows.
M.3.1.1 Compliance Appraisal
Proposals will be reviewed to verify compliance with the requirements of the solicitation.
Offerors may be given the opportunity to clarify certain aspects of proposals or to resolve minor or clerical errors. Failure to comply with the RFP requirements may result in the offeror’s proposal not receiving further consideration.
M.3.1.2 Initial Evaluation
Technical proposals will be reviewed and evaluated for conformance to the requirements in
Section C. Price proposals will be reviewed and evaluated for price reasonableness in accordance with FAR 15.404, Proposal Analysis, as applicable. If GSA decides to communicate with the offerors, it shall be limited to information addressing adverse past performance or to enhance
Government understanding of proposals. Such communications shall not provide an opportunity for the offeror to revise its proposal.
M.3.1.3 Competitive Range Determination
Based on the ratings of each proposal against all evaluation criteria, the Contracting Officer may establish a competitive range comprised of the most highly rated proposals. Less competitive offerors will be eliminated from further consideration.
M.3.1.4 Discussions
After the competitive range has been established, the Contracting Officer may conduct one or more rounds of written and oral discussions with each offeror within the competitive range. The
M-3 primary objective of these discussions is to maximize the Government’s ability to obtain best value based on the requirements and the evaluation factors set forth in this RFP.
M.3.2 Final Proposal Evaluation
The final proposal evaluation will be conducted as follows.
M.3.2.1 Call for Final Revised Proposal
At the conclusion of all discussions, offerors may be given the opportunity to submit final revised proposals. If a request is made for offerors to submit final revised proposals, the due date for the revised proposal will be 10 working days from the date of request. The Offeror’s final revised proposal shall address any outstanding issues in the technical proposal, price schedules, supporting documentation, and other areas such as the Subcontracting Plan or exceptions to the
RFP.
M.3.2.2 Final Proposal Evaluation
