Subject: Request for Proposal (RFP) # 959006-22-R-0004 – Amendment 01. Training Delivery Services for the John S. McCain III National Center for Collaboration in NEPA (National Environmental Policy Act) in Tucson, Arizona

The following answers are provided in response to all questions received by the Government in response to RFP #959006-22-R-0004 and to extend the proposal. This amendment does not require revisions to any RFP documents.

Question #1: Due to the shutdown from Covid 19 starting in March 2020 all of the Government NEPA training contracts are more than 2 years old. Although we have taught in person and virtual NEPA classes since 2020 they are not in direct support of a government contract. Would it be possible to expand to a longer period of time because of Covid?

Answer #1: Yes, the Government will accept performance records from January 2019 through present for the past performance submission section due to COVID-19.

Question #2: It is our understanding that the course material has already been developed and that development of the course is not part of the SOW. Can we confirm that?

Answer #2: Correct - the course materials have already been developed and development of the course is not part of the SOW.

Question #3: In looking at the syllabus and agenda it appears that a majority of the course is focused on the collaboration aspect, which, based on our understanding the Training Center co-instructor would teach. We are just curious if there is more detail on the breakdown between what the contractor would teach versus the Training Center Co-Instructor?

Answer #3: The contractor shall be responsible for delivering approximately half of the sessions in the course, as well as contributing substantive knowledge throughout in response to participant questions, etc. A detailed breakdown of session details and which trainer shall teach which section is in development and shall be shared with the contractor upon contract award.

Question #4: Is there an incumbent for this project and, if so, can you tell us who it is?

Answer #4: There is no incumbent for this project. This is a new requirement.

Question #5: PWS Section 3.1 Materials Review and Kickoff Call Estimated quantity: 1

PWS Section 3.2 Prepare, Teach, and Debrief In-Person 2-Day Collaboration in NEPA Course Estimated quantity: 1 (1 in Base Year; 0 per Option Year) *Task 3.2 shall be priced without travel. Travel against Task 3.2 will be discussed under the Travel portion of this PWS. Travel will be estimated and funded by the government based on the location of the required travel.

ASSUMPTION #1) The cost estimate for these two items should be included in CLIN 0001 / Base Period Tasks in the spreadsheet.

Note: CLIN 0002 / Base Period Travel is pre-filled in by Udall with an amount of $1990.30 for travel for delivery of one in-person session in the Base Period.

Answer #5: This is correct. All base period tasks shall be included with CLIN 0001.

Question #6: PWS Section 3.3 Prepare, Teach, and Debrief Virtual 2-Day Collaboration in NEPA Course Estimated quantity: 2 (0 in Base Year; 1 per Option Year)

ASSUMPTION #2) The cost estimate for delivery of one virtual session in Option Year 1 should be included in CLIN 0005 / Option Period 1 Base Tasks in the spreadsheet.

Note: CLIN 0006 / Option Period 1 Travel is pre-filled in by Udall with an amount of $0.00 since it will be a virtual delivery.

ASSUMPTION #3) The cost estimate for delivery of one virtual session for Option Year 2 should be included in CLIN 0009 / Option Period 2 Base Tasks.

Note: CLIN 0006 / Option Period 2 Travel is pre-filled in by Udall with an amount of $0.00 for 1 virtual delivery in Option Period 2 travel.

Answer #6: This is correct. All base tasks for Option Period 1 shall be included in CLIN 0005 and base tasks for Option Period 2 shall be included in CLIN 0009.

Question #7: 3.4.1 OPTIONAL Prepare, Teach, and Debrief In-Person 2-Day Collaboration in NEPA Course Estimated quantity: 19 (5 in Base Year; 7 per Option Year)

ASSUMPTION #4) The cost estimate for delivery of five optional in-person sessions for Base Year should be included in CLIN 0003 / Base Period Optional Tasks.

Note: CLIN 0004 / Base Period Optional Travel is pre-filled in by Udall with an amount of $9,951.50 (which appears to be for five in-person deliveries at $1990.30 each.)

ASSUMPTION #5) The cost estimate for delivery of seven optional in-person sessions for Option Year 1 should be included in CLIN 0007 / Option Period 1 Optional Tasks.

Note: CLIN 0008 / Option Period 1 Optional Travel is pre-filled in by Udall with an amount of $13,932.10 (which appears to be for seven in-person deliveries at $1990.30 each.)

ASSUMPTION #6) The cost estimate for delivery of seven optional in-person sessions for Option Year 2 should be included in CLIN 0011 / Option Period 2 Optional Tasks.

Note: CLIN 0012 / Option Period 2 Optional Travel is pre-filled in by Udall with an amount of $13,932.10 (which appears to be for seven in-person deliveries at $1990.30 each.)

Answer #7: This is correct. All optional tasks for the Base Period shall be included in CLIN 0003, optional tasks for Option Period 1 shall be included in CLIN 0007 and optional tasks for Option Period 2 shall be included in CLIN 0011.

Question #8: 3.4.2 OPTIONAL Prepare, Teach, and Debrief a Virtual Collaboration in NEPA Course Estimated quantity: 22 (6 in Base Year; 8 per Option Year)

QUESTION #1) What CLIN # does the cost estimate for the delivery of six optional virtual sessions in the Base Year get assigned to?

QUESTION #2) What CLIN # does the cost estimate for the delivery of eight virtual sessions in the Option Year 1 get assigned to?

QUESTION #3) What CLIN # does the cost estimate for the delivery of eight virtual sessions in the Option Year 2 get assigned to?

Answer #8: All optional tasks (Tasks 3.4.1 and 3.4.2) (while priced individually at the task level) for the Base Period shall be included in CLIN 0003, optional tasks for Option Period 1 shall be included in CLIN 0007 and optional tasks for Option Period 2 shall be included in CLIN 0011.

The proposal due date is hereby extended. Proposals are due (via email) no later than Wednesday, 30 March 2022, by 2:00 p.m. AZ time. Note: Arizona remains on Mountain Standard Time (MST) throughout the year. There is no Daylight Savings Time in Arizona.
