Some MCC-funded contracts and assistance awards are administered directly by MCC headquarters. These contracts and grants support MCC headquarters operations and country oversight and are compliant with U.S. Federal Acquisition Regulations.

The majority of MCC-funded program procurements and grants are administered by partner country accountable entities—or Millennium Challenge Accounts, often known as MCAs. These procurements are overseen by MCC staff and comply with MCC’s Program Procurement Guidelines, which are based on international procurement standards.

Major Transport Infrastructure Works Planned in Abidjan

Promotion of New Technologies & Approaches New Technologies Roller Compacted Concrete (RCC);

High Modulus Asphalts and Pavement Recycling;

Performance Based Asphalt Mix Design (i.e. Superpave or equivalent)

Approaches Lifecycle costing for design selection;

Maintaining the existing right of way;

Providing technical assistance and capacity building (10 courses);

IFC Performance Standards;

MCA-CI and MCC

MCA-CI Team: Recruitment underway, completion expected by Spring 2019;

ESOC: Expected on Board early 2019;

4 Senior Consultants: Expected on Board early 2019;

Partner University: Shortlist ongoing, expected on board by Summer 2019;

CTCTR: Established in August 2018;

IEA Manager: Expected on Board late 2018/early 2019;

MCC: Supported by Independent Engineer

Procurement Procedures

FAR subpart 36.6 Selection of Architects and Engineers statute (formerly called Brooks Act) Qualifications-Based Selection (QBS) Two phases: 1. Synopsis and 2. Solicitation

Procurement Phases Phase 1: Synopsis Firms must submit completed SF-330 Parts I and II by 28 January 2019 at 5:00 pm ET.

(Questions are due via email by 20 December 2018 at 2:00pm ET.)

MCC Evaluation Board will evaluate all responsive SF-330s to select a minimum of three (3) most highly qualified firms.

The selected firms will be invited for an oral presentation/interview.

MCC Evaluation Board will rank the top three (3) firms and make recommendation to the Selection Authority The Selection Authority will make the final determination of the ranking.

Phase 2: Solicitation MCC will issue a solicitation (RFP) to the highest ranked firm to submit a cost proposal.

The firm will submit a certified cost/price proposal.

MCC will evaluate cost/price proposal to be fair and reasonable.

MCC may enter into a technical and/or cost/price proposal negotiation with the firm.

Award for successful negotiation; if unsuccessful, MCC will engage the next highest ranked firm for the Phase II process.

Qualification Factor 1: Proposed team professional qualifications necessary for satisfactory performance of required services:

Three (3) References for each of the proposed Key Personnel;

Project teams organization, mobilization and deployment to perform tasks while maintaining sufficient stakeholder engagement;

Demonstration of Project Manager/Team Leaders experience demonstrates ability to integrate and manage a large multi-disciplinary team, communicate with stakeholders and perform QA/QC;

Proposed teams adaptation to meet the conditions and challenges of working in Abidjan and any past experience in energy conservation, pollution prevention, waste reduction and use of recovered materials;

NB: Commitment letters for each of the proposed Key Personnel is required. This is not included in the page limit requirement.

Qualification Factor 2: Methodology and workplan:

Workplan, WBS, and LOE Methodology Traffic Demand and Simulation Modelling;

Geometric Reconfiguration and Structural Rehabilitation Design;

Technical Training and Coursework;

Mitigating Port Congestion;

Integration of Environmental, Resettlement and Social Tasks with the Engineering Process;

Maintaining and Integrating Community Welfare and Needs;

Subcontracting Plan Must complete the Attachment Levels-of-Effort (LOEs) by Deliverables.

Qualification Factor 3: Firms specialized experience and technical competence in the type of work required including capacity to accomplish the work;

Firms relevant urban transport engineering experience;

Firms geometric reconfiguration and structural rehabilitation design experience, including pavement recycling and rolled compacted concrete, relevant to the project over the last ten (10) years;

Firms urban traffic demand modelling and simulation experience and relevance to the project over the last tend (10) years;

Firms specialized experience in energy conservation, pollution prevention, waste reduction and use of recovered materials;

Firms capability, including financial resources, to demonstrate technical bench and financial capability to satisfy the requirement Additional relevant supporting information.

Qualification Factor 4: Past Performance on contracts with any government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules;

Provide at least three (3) past performance references that can speak to the following:

Transport engineering experiences in highly congested urban environments;

Geometric reconfiguration and structural design in comparable urban environment;

Projects for urban traffic demand and simulation modelling in similar complexity;

Use of IFC PS or equivalent in urban transport environments in similar size and complexity No references past 2008.

Qualification Factor 5: Location in the general geographical area of the project and knowledge of the locality of the project.
