About this file

This is a Technical Criteria document for a Request for Proposals issued by the Utah State Board of Education (USBE) under Solicitation #USBE-JB26254-RFP to establish cooperative contracts with qualified Utah small local beef and tree fruit producers. The RFP is designed to enable Utah School Food Authorities to purchase locally produced products directly from contracted vendors, thereby increasing access to local markets. Multiple contract awards are anticipated, with all offerors meeting or exceeding the minimum evaluation threshold in applicable categories receiving contract awards. Available award categories include Raw Ground Beef (Chubs) and Raw Ground Beef (Pre-formed), among others related to tree fruit products.

Offerors must provide comprehensive responses to all required technical criteria, including a brief business profile demonstrating ability to meet scope of work requirements; a description of production capabilities; a description of distribution capabilities; and detailed information regarding ownership structure, number of employees, principal business activities, and approximate annual production capacity for small agricultural business classification. A small agricultural business is defined as an independently owned and operated farm, ranch, orchard, processor, or distributor with fewer than 500 employees. Failure to fully answer each criterion in a point-by-point response may result in a finding that a proposal is non-responsive. Offerors are permitted to attach additional materials to their proposals in the Vendor Attachments section if necessary to provide additional information to the evaluation committee.
