Scope of Work Summary
This is a Scope of Work document issued by the Utah State Board of Education (USBE) for the Local Food for Schools Cooperative Contracts (USBE-JB26254-RFP). The RFP establishes cooperative contracts with qualified Utah small local beef and tree fruit producers to enable Utah School Food Authorities (SFAs) to purchase locally produced products directly from contracted vendors. Five product categories are available for award: Raw Ground Beef (Chubs), Raw Ground Beef (Pre-formed Patties), Fresh Whole Tree Fruit, Frozen Sliced/Diced Tree Fruit, and Dried Tree Fruit. Offerors may submit proposals for any single category or combination thereof. The RFP anticipates multiple contract awards, with all offerors meeting or exceeding the minimum evaluation threshold for their applicable category receiving a contract award. SFAs will place orders directly with awarded contractors during the active contract term, with contractors responsible for coordinating delivery schedules and conditions with each ordering SFA. Specific response dates, due dates, bidders' meetings, and award dates are not included in this Scope of Work document.
Contractors must supply products produced within a 400-mile radius of Logan, Blanding, or St. George, Utah, and comply with all applicable federal, state, and local food safety requirements, including proper handling in federally or state-inspected facilities. Products must meet strict temperature requirements upon receipt at schools, and contractors must provide Child Nutrition labels or product formulation statements for processed products as applicable. Buy American requirements apply, with contractors certifying domestic origin when products lack country-of-origin labels. Prices are guaranteed for the full contract term unless a price adjustment is approved with at least 30 days' notice and supporting market analysis documentation. Any approved price adjustment receives the same length of guarantee as the original pricing. The State and ordering SFAs receive immediate benefit of any market price decreases or allowable discounts. Specific pricing terms are to be inserted in Section 9 of the final contract.

ATTACHMENT B: SCOPE OF WORK
Locally Produced Beef and Tree Fruit Products
1. Introduction and Background The Utah State Board of Education Child Nutrition Programs (USBE CNP) seeks to ensure that Child Nutrition Program operators across Utah have access to high-quality, locally produced beef and tree fruit products. USBE will conduct the competitive procurement, target small farmers and producers, and manage the resulting contracts. Utah School Food Authorities (SFAs) will place orders directly with awarded Contractors.
Many SFAs lack the time and procurement capacity to independently target small businesses or producers. As a result, local purchases may occur through existing purchasing frameworks that favor larger producers with the capacity to sell through broadline distributors. Establishing statewide cooperative contracts will help build relationships between school food service programs and local agricultural producers, while creating additional institutional market channels for small and mid-size producers.
2. Project Goal The project goal is to expand equitable access to high-quality, locally produced beef and tree fruit products for Child Nutrition Program operators across Utah by creating a statewide procurement and contracting structure that connects SFAs with small and mid-size agricultural producers.
3. Awarded Product Categories Offerors may submit a proposal for any single or any combination of categories shown in the table, below.
USBE may make one or more awards, as determined to be in the best interest of the State and participating SFAs.
