About this file

This is a Letter of Intent to Participate in a Joint Request for Proposals submitted by the Stanislaus Regional Transit Authority (StanRTA) to the Monterey-Salinas Transit District (MST) regarding a collaborative procurement effort for reloadable contactless EMV (cEMV) payment cards. The joint RFP is being led by MST on behalf of ten transit agencies across California, including the Ventura County Transportation Commission, Santa Barbara County Association of Governments, Humboldt Transit Authority, San Luis Obispo Regional Transit Authority, Nevada County Transit Services, Santa Barbara Metropolitan Transit District, Santa Cruz Metropolitan Transit District, and San Francisco Municipal Transportation Agency. The procurement seeks qualified vendors capable of delivering reloadable, merchant-restricted cEMV payment card solutions—both physical and digital formats—that enable riders to load cash onto cards accepted by participating agencies' cEMV validators. This initiative is designed to replace closed-loop card systems and serve riders who cannot or do not use bankcards or mobile wallets, with availability at transit vehicles, parking meters, and off-street parking locations.

StanRTA's Letter of Intent confirms participation in the RFP process while reserving the right to enter into a separate contract with the selected vendor subject to internal agency approval processes and available funding. StanRTA's preliminary estimates indicate an estimated annual fare revenue of $25,000 to be processed via cEMV payment cards and an estimated issuance of 5,000 reloadable cards. The letter explicitly states that StanRTA is not obligated by participation in the RFP to enter into any subsequent agreement or purchase products or services resulting from the solicitation. The primary contact for StanRTA is Adam Barth, Chief Executive Officer, with direct contact information provided for ongoing communications and updates related to the joint solicitation.
