About this file
This is a Letter of Intent to Participate in a Joint Request for Proposals submitted by the Santa Barbara County Association of Governments (SBCAG) to the Monterey-Salinas Transit District (MST), dated November 26, 2025. The letter confirms SBCAG's participation in a joint RFP led by MST for the procurement of reloadable contactless EMV (cEMV) payment cards restricted to transit use. The joint procurement initiative involves ten agencies: MST, Ventura County Transportation Commission, Stanislaus Regional Transit Authority, SBCAG, Humboldt Transit Authority, San Luis Obispo Regional Transit Authority, Nevada County Transit Services, Santa Barbara Metropolitan Transit District, Santa Cruz Metropolitan Transit District, and the San Francisco Municipal Transportation Agency. The proposed solution will provide riders without access to bankcards or mobile wallets the ability to load cash onto physical and/or digital cEMV cards accepted by participating agencies' payment validators, intended to replace existing closed-loop card systems and serve riders paying with cash onboard transit vehicles, parking meters, and off-street parking locations.
SBCAG provided preliminary estimates to assist MST and prospective vendors in assessing program scale, including estimated annual fare revenue to be processed via cEMV cards of $470,000 and an estimated 600 reloadable cards issued annually. SBCAG's onboard payment terminal vendor is Kuba with the PRODATA ABT3000 model number. The letter clarifies that SBCAG's participation does not obligate the agency to enter into a subsequent agreement or purchase any products or services resulting from the solicitation, and that any resulting contract remains subject to SBCAG's internal approval processes and available funding. The primary contact for SBCAG is Whitney Rush, Senior Transportation Planner, at (805) 600-4854 or wrush@sbcag.org.
