About this file
This is a Letter of Intent from the San Francisco Municipal Transportation Agency (SFMTA) confirming participation in a joint Request for Proposals (RFP #26-03) led by the Monterey-Salinas Transit District for the procurement of reloadable contactless EMV (cEMV) payment cards. The joint RFP involves ten agencies across California, including the Ventura County Transportation Commission, Stanislaus Regional Transit Authority, Santa Barbara County Association of Governments, Humboldt Transit Authority, San Luis Obispo Regional Transit Authority, Nevada County Transit Services, Santa Barbara Metropolitan Transit District, Santa Cruz Metropolitan Transit District, and the SFMTA. The solicitation seeks qualified vendors capable of delivering reloadable, merchant-restricted cEMV payment cards that enable customers to load cash onto physical and/or digital cards for use at participating agencies' parking meters and transit payment applications. The SFMTA estimates it would issue up to 10,000 cards annually to replace coin payment methods at on-street parking meters. No specific response deadlines, site visits, bidders' conferences, award dates, or contract terms are detailed in this letter of intent.
The SFMTA's participation is contingent upon internal agency approval processes and available funding, with no obligation to enter into a subsequent agreement or purchase services resulting from the solicitation. The letter indicates that the SFMTA currently collects approximately $3.3 million annually in coins from parking operations, suggesting the scale of the payment modernization initiative. The primary contact for the SFMTA's involvement is Diana Hammons, Director of Revenue Development & Reporting, and the agency requests inclusion in all communications and updates related to the joint solicitation. No pricing terms, set-asides, incumbent information, or specific funding sources are identified in this letter of intent.

Subject: Letter of Intent to Participate in Joint Request for Proposals (RFP #26-03) for Reloadable cEMV Payment Cards
Dear Mr. Bruno, The San Francisco Municipal Transportation Agency (SFMTA) hereby submits this Letter of Intent to confirm our participation in the joint Request for Proposals (RFP #26-03) led by Monterey-Salinas Transit District (MST) for the procurement of reloadable contactless EMV (cEMV) payment cards restricted to parking and transit use.
We recognize the purpose of this solicitation is to identify a qualified vendor capable of delivering a reloadable, merchant-restricted cEMV payment card solution that enables customers to easily load cash onto a physical and/or digital card accepted by participating agencies’ parking meters or payment applications. The SFMTA shares MST’s commitment to improving payment accessibility and enhancing the overall customer experience through contactless payment solutions.
This letter confirms that SFMTA:
1. Intends to participate in the joint RFP process administered by MST;
2. Has the authority to enter into a separate contract with the vendor selected through this RFP to purchase the scoped services, subject to our agency’s internal approval processes and available funding; and
3. Is not obligated by this letter or by participation in the RFP to enter into a subsequent agreement or purchase any products or services resulting from the solicitation.
The SFMTA is interested in options that will reduce or eliminate the need for coin payments at on-street parking meters. For the purpose of assisting MST and prospective vendors in assessing potential program scale, the SFMTA currently collects approximately $3.3 million a year in coins and would estimate issuance of up to 10,000 cards a year.
We appreciate MST’s leadership in facilitating this collaborative procurement effort and look forward to participating in the process and reviewing potential solutions that can benefit our agency and customers statewide.
Please include the SFMTA in all communications and updates related to this joint solicitation. The primary contact for this effort is listed below:
