About this file
This is a Letter of Intent from the Ventura County Transportation Commission (VCTC) confirming its participation in a joint Request for Proposals (RFP #26-01) led by Monterey-Salinas Transit District (MST) for reloadable contactless EMV (cEMV) payment cards. The solicitation seeks qualified vendors capable of delivering a reloadable, merchant-restricted cEMV payment card solution that enables riders to load cash onto physical and/or digital cards for transit use. The joint RFP involves ten transit agencies across California: MST, VCTC, Stanislaus Regional Transit Authority, Santa Barbara County Association of Governments, Humboldt Transit Authority, San Luis Obispo Regional Transit Authority, Nevada County Transit Services, Santa Barbara Metropolitan Transit District, Santa Cruz Metropolitan Transit District, and San Francisco Municipal Transportation Agency. This solution is designed to replace closed-loop card systems and provide payment options for riders who do not or cannot use bankcards or mobile wallets.
VCTC's preliminary estimates indicate an annual fare revenue of $2,262,047 to be processed via cEMV cards, with an estimated 900 physical cards and 1,479 mobile accounts issued annually for a total of 2,379 cards, serving approximately 2,640,000 riders countywide. VCTC's onboard payment terminal vendor is Prodata with the ABT3000 model number. The letter confirms that VCTC has the authority to enter into a separate contract with the selected vendor subject to internal approval and available funding, though participation in the RFP does not obligate the agency to purchase services. The primary contact for VCTC is Matt Miller, Program Manager for Transit Contracts, at mmiller@goventura.org or 805-642-1591 x121.

Subject: Letter of Intent to Participate in Joint Request for Proposals (RFP #26-01) for Reloadable cEMV Payment Cards
Dear Mr. Bruno, Ventura County Transportation Commission (VCTC) hereby submits this Letter of Intent to confirm our participation in the joint Request for Proposals (RFP #26-01) led by Monterey-Salinas Transit District (MST) for the procurement of reloadable contactless EMV (cEMV) payment cards restricted to transit use.
We recognize the purpose of this solicitation is to identify a qualified vendor capable of delivering a reloadable, merchant-restricted cEMV payment card solution that enables riders to easily load cash onto a physical and/or digital card accepted by participating agencies’ cEMV validators. VCTC shares MST’s commitment to improving payment accessibility and enhancing the overall customer experience through contactless payment solutions.
This letter confirms that VCTC:
1. Intends to participate in the joint RFP process administered by MST;
2. Has the authority to enter into a separate contract with the vendor selected through this RFP to purchase the scoped services, subject to our agency’s internal approval processes and available funding; and
3. Is not obligated by this letter or by participation in the RFP to enter into a subsequent agreement or purchase any products or services resulting from the solicitation.
The following are preliminary estimates for the purpose of assisting MST and prospective vendors in assessing potential program scale:
• Estimated annual fare revenue to be processed via cEMV payment cards: $2,262,047
• Estimated number of reloadable cards issued annually: 900 physical cards + 1,479 mobile accounts = 2,379
• Estimated countywide ridership including cash and reloadable card transactions: 2,640,000
• Onboard payment terminal vendor and model number: Prodata, ABT3000
We appreciate MST’s leadership in facilitating this collaborative procurement effort and look forward to participating in the process and reviewing potential solutions that can benefit our agency and riders statewide.
