About this file
This is a Letter of Intent from Nevada County Transit Services (Nevada County Connects) confirming participation in a joint Request for Proposals (RFP #XX-XX) led by Monterey-Salinas Transit District (MST) for the procurement of reloadable contactless EMV (cEMV) payment cards. The joint solicitation involves ten public transit and transportation agencies across California, including MST, Ventura County Transportation Commission, Stanislaus Regional Transit Authority, Santa Barbara County Association of Governments, Humboldt Transit Authority, San Luis Obispo Regional Transit Authority, Nevada County Transit Services, Santa Barbara Metropolitan Transit District, Santa Cruz Metropolitan Transit District, and San Francisco Municipal Transportation Agency. The RFP seeks a qualified vendor to deliver reloadable merchant-restricted cEMV payment card solutions—both physical and digital—that enable riders to load cash onto cards for use on transit vehicles, parking meters, and off-street parking locations. Nevada County Connects estimates approximately 200 reloadable cards will be issued annually with an estimated fare revenue of $150,000 to be processed via cEMV payment cards. The agency's onboard payment terminal vendor and model is the Kuba ABT3000. The letter does not specify response dates, bid due dates, site visits, bidders' conferences, award dates, or contract terms.
Nevada County Connects' participation is contingent upon the agency's internal approval processes and available funding, though the letter explicitly states the agency is not obligated to enter into a subsequent agreement or purchase any products or services resulting from the solicitation. The letter provides no information regarding pricing terms, set-asides, incumbent vendors, funding sources, or budget amounts. The primary contact for Nevada County Connects is Robin Van Valkenburgh, Transit Services Division Manager, with communication directed to robin.vanvalkenburgh@nevadacountyca.gov or (530) 470-2833.
