RFP #26-03
Issued by
Monterey County, San Francisco City, California

About this file

This document is Appendix B of the Required Forms for a Joint Request for Proposals issued by Monterey-Salinas Transit District and nine other California transit agencies for reloadable contactless EMV (cEMV) transit and parking payment cards. The RFP seeks qualified vendors to provide a comprehensive card management solution enabling riders to load cash onto physical and/or digital cEMV cards accepted by the agencies' payment devices, replacing existing closed-loop card systems. The solicitation encompasses card issuance, platform licensing, transaction processing, customer service operations, fraud prevention, and optional services including mail distribution, top-up machines, custom branding, and API reporting capabilities. The proposal evaluation encompasses five-year contract pricing with detailed cost breakdowns across multiple service categories, tiered pricing structures based on card volumes, and monthly service fees for platform operations and customer support.

The required forms establish compliance and qualification standards for all proposers and subcontractors, including federal debarment certifications, tax delinquency verifications, lobbying restrictions, non-collusion affidavits, and insurance requirements. Proposers must maintain comprehensive insurance coverage including General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Professional Liability ($2,000,000 per claim), Cyber Liability ($1,000,000 per claim), Commercial Automobile Liability ($1,000,000), and Workers' Compensation insurance. The cost proposal structure requires vendors to itemize implementation costs, card production expenses for specified volume breakpoints (1,000 to 500,000+ cards), monthly platform and software licensing fees, transaction processing fees based on monthly revenue thresholds, retail reload network activation costs, customer service operations, and fraud prevention monitoring. Proposers must also complete a Proposer Information Sheet documenting qualifications, three current projects, three similar work experiences with references, and either confirm full compliance with the sample contract terms or submit detailed exceptions with justifications in redline format.
