Addendum No. 4 for Public Safety Headquarters Project
This document is an addendum issued by the City of Allentown, Pennsylvania Department of Finance to the Public Safety Headquarters construction project managed by Alvin H. Butz, Inc., with design services provided by Alloy5 Architects and other consulting firms. The addendum extends key bidding dates and adds an additional non-mandatory pre-bid meeting. Questions regarding the 29 construction bid packages must be submitted by May 20, 2026, at 4:00 PM via the PennBid platform. Non-mandatory pre-bid meetings are scheduled for April 20, April 21, April 29, and May 18, 2026, all at specified times and locations. The bid opening is scheduled for June 3, 2026, at 1:00 PM at Allentown City Hall. The addendum provides revised drawings and specifications from the design and construction management teams, including updates to floor plans, electrical systems, mechanical systems, emergency power systems, and fixture specifications across multiple trade packages. All bidders must acknowledge receipt of this addendum by executing the enclosed form and submitting it with their bid response to be considered responsive.
The addendum includes significant technical revisions to the construction documents, particularly regarding the emergency generator installation location, which requires horizontal rigging delivery and custom sound-attenuating outdoor enclosure with integrated fuel systems. Additional specification sections address security metal ceilings, dichroic laminated glass, interior architectural woodwork, glazed aluminum curtain walls, glazing specifications, door hardware schedules, and HVAC air distribution systems. The project involves a four-story addition to the existing police station with modernized HVAC and electrical systems, new pedestrian bridge connection to an adjacent parking garage, and phased renovation of the existing building while maintaining police operations. Pennsylvania prevailing wages apply to all work, and all contractors must comply with project labor agreement requirements and undergo background checks and CJIS certification for personnel working within the existing police building. Bidders are required to submit bid bonds equal to 10 percent of bid value and subsequently provide performance and labor/material payment bonds for 100 percent of contract value upon award.

SITE UTILIZATION PLANNING & SCHEDULE
Project Schedule: The preliminary project schedule is included in the bid documents. The project will take place in 3 separate phases. The first phase will include the demolition of the existing pedestrian bridge, sitework associated with the new four-story addition, completion of the new four-story addition, completion of the new pedestrian bridge from the new building to the APA Parking Garage, as well as the replacement of the existing elevator located in the existing police building which is currently out of order. The second phase of the project will take place as soon as the APD have occupied the new addition, and will consist of the abatement and renovations of the entire 3rd and 1st levels of the existing police building. The final phase, phase 3 shall complete the abatement and renovation of the existing police building once the remaining APD departments have moved into the newly renovated Phase 2 spaces. Therefore, multiple mobilizations and potential for material storage exist. Please review and be prepared to discuss during the post-bid review process.
Final project CPM schedule will be developed after award of the contracts based on each contractor’s schedule input.
Site Logistics: Site access will change several times during the process of the project. During
Phase 1, the parking and North Bound lanes of Hamilton Street will be closed for construction.
These lanes will be required for the placement of the crane for steel erection, as well as for delivery of materials. Due to the lane closures, north bound traffic will be reduced to APA parking deck turns only at 4th and Linden Street. One lane of College Street will also be fenced for use by construction activities during Phase 1. The demolition of the existing pedestrian bridge cannot interrupt the entrance of vehicles to the APA parking deck for an extended period of time, so off-hour work or holiday weekend hours will likely be required for this work. The closure of the Hamilton Street lanes will end with the completion of Phase 1, however the lane of
College Street will remain closed for construction purposes.
Phase 2 will require a shared entrance, for both construction personnel and police personnel, for the existing building, as the holding cells and CID departments will remain operational during this phase.
Critical Activities:
o Demolition of Existing Pedestrian Bridge o Relocation of Existing Emergency Generator o Support of Existing City Hall Plaza/Parking Structure during new building foundation work and tie-in o Existing Building Openings & Temporary Protections o Structural Steel Tie-Ins to Existing Building – Façade & Roof o New Pedestrian Bridge Installation & Tie-In to APA Parking Deck o Containment and Abatement in Existing Building o Steel, Decking & Concrete Infill in Existing Building o Installation of New Detention/Holding Cells – Specialty Construction Methods
Required
SECURITY & SAFETY
Security measures for the site are critical for this project. Temporary partitions between the operating police building and the new construction areas shall be constructed and maintained securely. construction personnel will be prohibited from entering the operating police building spaces without proper certification or police escort.
Background Checks & CJIS Certification: Contractor personnel who shall work within the existing police building during any phase of the construction will be required to undergo a criminal background check process, including fingerprinting. Completion of the CJIS certification will also be necessary for those personnel working inside the operating police spaces. APD will provide additional information for these processes upon contract award.
Site Specific Safety Manual is included in the bid documents.
REQUIRED AT ALL TIMES: High Vis clothing (shirts or vests)
Hard Hats
Safety Glasses
Work Boots (Steel Toe or Composite)

EXISTING BUILDING WALKTHROUGH PROCEDURES
