Public Safety Headquarters Addendum 5 – Allentown, Pennsylvania
Addendum No. 5 is a supplementary contract document issued by the City of Allentown's Department of Finance, Purchasing Office, dated May 27, 2026, modifying the bidding requirements for the Public Safety Headquarters renovation project. The addendum extends the questions due date to June 10, 2026, at 4:00 PM (submitted via PennBid) and shifts the bid opening from May 20, 2026, to June 24, 2026, at 1:00 PM at City Council Chambers, 435 Hamilton Street, Allentown, PA 18101. The project involves renovating the existing police station adjacent to City Hall with a four-story addition for expanded capacity, modernization of HVAC and electrical systems, and construction of a new pedestrian bridge connecting to the adjacent Allentown Parking Authority parking garage. The addendum incorporates revisions from project architects Alloy5 and construction manager Alvin H. Butz, Inc., including comprehensive updates to structural steel drawings, material specifications, and architectural details across 30 separate bid packages (2026-02 through 2026-30) covering sitework, demolition, concrete, masonry, structural steel, mechanical systems, electrical work, and specialty trades. A non-mandatory pre-bid meeting was held on May 18, 2026, at 9:00 AM with attendance sign-in required.
The addendum requires bidders to acknowledge receipt of all addenda on bid forms and submit a signed acknowledgment form with their proposals. All bidders must provide a bid bond equal to 10 percent of the bid value, with awarded contractors required to furnish performance bonds and labor/material payment bonds at 100 percent of contract value each. The project is subject to Pennsylvania prevailing wage requirements with certified payroll submissions mandated for on-site labor. Contractor personnel working within the operating police building must undergo criminal background checks and CJIS certification. The project will execute in three phases, with Phase 1 including demolition and the new four-story addition, Phase 2 consisting of renovations to the existing building's first and third levels, and Phase 3 completing renovation of remaining building spaces. Critical site logistics include closure of northbound Hamilton Street lanes during Phase 1 for crane operations and material delivery, with potential off-hour and holiday work required for pedestrian bridge demolition. The project uses the AIA A132 contract form, and no modification of contract terms is permitted; all clarifications must occur through the RFI (Request for Information) process via PennBid.

SITE UTILIZATION PLANNING & SCHEDULE
Project Schedule: The preliminary project schedule is included in the bid documents. The project will take place in 3 separate phases. The first phase will include the demolition of the existing pedestrian bridge, sitework associated with the new four-story addition, completion of the new four-story addition, completion of the new pedestrian bridge from the new building to the APA Parking Garage, as well as the replacement of the existing elevator located in the existing police building which is currently out of order. The second phase of the project will take place as soon as the APD have occupied the new addition, and will consist of the abatement and renovations of the entire 3rd and 1st levels of the existing police building. The final phase, phase 3 shall complete the abatement and renovation of the existing police building once the remaining APD departments have moved into the newly renovated Phase 2 spaces. Therefore, multiple mobilizations and potential for material storage exist. Please review and be prepared to discuss during the post-bid review process.
Final project CPM schedule will be developed after award of the contracts based on each contractor’s schedule input.
Site Logistics: Site access will change several times during the process of the project. During Phase 1, the parking and North Bound lanes of Hamilton Street will be closed for construction.
These lanes will be required for the placement of the crane for steel erection, as well as for delivery of materials. Due to the lane closures, north bound traffic will be reduced to APA parking deck turns only at 4th and Linden Street. One lane of College Street will also be fenced for use by construction activities during Phase 1. The demolition of the existing pedestrian bridge cannot interrupt the entrance of vehicles to the APA parking deck for an extended period of time, so off-hour work or holiday weekend hours will likely be required for this work. The closure of the Hamilton Street lanes will end with the completion of Phase 1, however the lane of College Street will remain closed for construction purposes.
Phase 2 will require a shared entrance, for both construction personnel and police personnel, for the existing building, as the holding cells and CID departments will remain operational during this phase.
Critical Activities:
o Demolition of Existing Pedestrian Bridge o Relocation of Existing Emergency Generator o Support of Existing City Hall Plaza/Parking Structure during new building foundation work and tie-in o Existing Building Openings & Temporary Protections o Structural Steel Tie-Ins to Existing Building – Façade & Roof o New Pedestrian Bridge Installation & Tie-In to APA Parking Deck o Containment and Abatement in Existing Building o Steel, Decking & Concrete Infill in Existing Building o Installation of New Detention/Holding Cells – Specialty Construction Methods
Required
SECURITY & SAFETY
Security measures for the site are critical for this project. Temporary partitions between the operating police building and the new construction areas shall be constructed and maintained securely. construction personnel will be prohibited from entering the operating police building spaces without proper certification or police escort.
Background Checks & CJIS Certification: Contractor personnel who shall work within the existing police building during any phase of the construction will be required to undergo a criminal background check process, including fingerprinting. Completion of the CJIS certification will also be necessary for those personnel working inside the operating police spaces. APD will provide additional information for these processes upon contract award.
Site Specific Safety Manual is included in the bid documents.
REQUIRED AT ALL TIMES: High Vis clothing (shirts or vests) Hard Hats Safety Glasses Work Boots (Steel Toe or Composite)
