This is a Summary of Work specification document prepared by Alloy5 Architects, CHA Engineering, and Reuther+Bowen for the City of Allentown's Public Safety Headquarters project, which involves the construction of a new four-story steel addition to the existing police station. The project is divided into 30 separate prime contracts covering distinct construction disciplines, including sitework and excavation, abatement and selective demolition, structural steel, concrete, masonry, carpentry and general trades, waterproofing and roofing, aluminum and glazing, doors and hardware, overhead doors, tile, flooring, painting, elevators, building specialties, equipment specialties, miscellaneous metals, casework, laboratory casework, fire protection, plumbing, HVAC, electrical, telecommunications and security, audio and visual systems, final cleaning, and special inspections. The document establishes general coordination requirements, delineates responsibilities for each prime contractor, and specifies that work must be performed in accordance with schedule milestone dates, phasing plans, and a Site Logistics Plan. All prime contractors are required to attend weekly coordination meetings with supervisory personnel authorized to make commitments regarding safety, cost, schedule, and manpower beginning at least two weeks prior to their anticipated start date.

Pricing for all contracts is structured on a time and material basis with labor rates to be submitted by each prime contractor, including all applicable taxes, benefits, overhead, and profit. The City of Allentown will pay for the general building permit fee, while all other permits, assessments, governmental fees, bonds, and connection charges are the responsibility of the respective prime contractors. Working hours are established as 7:00 a.m. to 3:30 p.m., Monday through Friday, with any off-hours work requiring pre-approval from the Construction Manager. Each contractor is responsible for providing temporary utilities for its work, including drinking water, task lighting, power distribution, and portable generators, as well as support facilities such as tools and equipment storage, lifts and hoists, and security provisions including fall protection, barricades, and environmental controls.
