The scope encompasses modernizing HVAC and electrical systems, constructing a new pedestrian bridge to the adjacent Allentown Parking Authority parking garage, and completing necessary abatement and selective demolition of the existing building. The project will be executed in three separate phases to allow continued police operations during renovation.

The contract will be executed using the AIA A132 form without modification, and the project is subject to Pennsylvania prevailing wage requirements with mandatory certified payroll submission. Three alternates are specified including slate panel installation on the retaining wall, replacement of the existing roof system with EPDM, and installation of ballistic glazing. Bidders must comply with project labor agreement requirements, OSHA regulations, and City of Allentown safety protocols. All construction personnel working within the existing police building must undergo criminal background checks and CJIS certification. Questions during bidding must be submitted via PennBid by May 7, 2026, and bidders are required to acknowledge all addenda to avoid non-responsive designation.

SITE UTILIZATION PLANNING & SCHEDULE
Project Schedule: The preliminary project schedule is included in the bid documents. The project will take place in 3 separate phases. The first phase will include the demolition of the existing pedestrian bridge, sitework associated with the new four-story addition, completion of the new four-story addition, completion of the new pedestrian bridge from the new building to the APA Parking Garage, as well as the replacement of the existing elevator located in the existing police building which is currently out of order. The second phase of the project will take place as soon as the APD have occupied the new addition, and will consist of the abatement and renovations of the entire 3rd and 1st levels of the existing police building. The final phase, phase 3 shall complete the abatement and renovation of the existing police building once the remaining APD departments have moved into the newly renovated Phase 2 spaces. Therefore, multiple mobilizations and potential for material storage exist. Please review and be prepared to discuss during the post-bid review process.
Final project CPM schedule will be developed after award of the contracts based on each contractor’s schedule input.
Site Logistics: Site access will change several times during the process of the project. During
Phase 1, the parking and North Bound lanes of Hamilton Street will be closed for construction.
These lanes will be required for the placement of the crane for steel erection, as well as for delivery of materials. Due to the lane closures, north bound traffic will be reduced to APA parking deck turns only at 4th and Linden Street. One lane of College Street will also be fenced for use by construction activities during Phase 1. The demolition of the existing pedestrian bridge cannot interrupt the entrance of vehicles to the APA parking deck for an extended period of time, so off-hour work or holiday weekend hours will likely be required for this work. The closure of the Hamilton Street lanes will end with the completion of Phase 1, however the lane of
College Street will remain closed for construction purposes.
Phase 2 will require a shared entrance, for both construction personnel and police personnel, for the existing building, as the holding cells and CID departments will remain operational during this phase.
Critical Activities:
o Demolition of Existing Pedestrian Bridge o Relocation of Existing Emergency Generator o Support of Existing City Hall Plaza/Parking Structure during new building foundation work and tie-in o Existing Building Openings & Temporary Protections o Structural Steel Tie-Ins to Existing Building – Façade & Roof o New Pedestrian Bridge Installation & Tie-In to APA Parking Deck o Containment and Abatement in Existing Building o Steel, Decking & Concrete Infill in Existing Building o Installation of New Detention/Holding Cells – Specialty Construction Methods
Required
SECURITY & SAFETY
Security measures for the site are critical for this project. Temporary partitions between the operating police building and the new construction areas shall be constructed and maintained securely. construction personnel will be prohibited from entering the operating police building spaces without proper certification or police escort.
Background Checks & CJIS Certification: Contractor personnel who shall work within the existing police building during any phase of the construction will be required to undergo a criminal background check process, including fingerprinting. Completion of the CJIS certification will also be necessary for those personnel working inside the operating police spaces. APD will provide additional information for these processes upon contract award.
Site Specific Safety Manual is included in the bid documents.
