About this file
This document contains certification and compliance forms required for the Hutto Independent School District (HISD) RFP #26-04-02 for Photography and Yearbook Services in Texas. Form I requires bidders to certify that the owner/operator has not been convicted of a felony under Section 44.034 of the Texas Education Code and that no suspension or debarment exists that would preclude receipt of federally funded contracts under Federal OMB A-102 Common Rule. Form J requires bidders to certify commitment to non-discriminatory employment practices and affirmative action in accordance with federal requirements. Both forms require authorized company official signatures, printed names, titles, and submission dates.
The document mandates bidder compliance with multiple federal non-discrimination statutes including Section 1981 of the Civil Rights Act of 1866 (race), Title VII of the Civil Rights Act of 1964 (race, color, religion, sex, national origin), the Age Discrimination in Employment Act of 1967 (age over 40), Section 504 of the Rehabilitation Act of 1973 (disability), Title I of the Americans with Disabilities Act of 1990 (disability), and Title II of the Genetic Information Nondiscrimination Act of 2008 (genetic information). HISD certifies its status as an Equal Opportunity Employer and commits to non-discrimination based on race, color, national origin, religion, sex, age, disability, or genetic information. These certification requirements apply to all contractors and subcontractors bidding on covered transactions valued at $100,000 or more.
