About this file

This document is an Addendum (#7) to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for Expert Professional Traffic Design Services to be performed on a task order basis over a four-year term (RFP# 6000001923). The RFP seeks consultants to provide traffic design services across four categories, with proposals due by 2:00 P.M. on February 7, 2024. Proposers may submit bids for one or multiple categories based on meeting the specific proposer requirements, and firms will be awarded agreements for the categories in which they qualify.

The addendum clarifies several key aspects of the RFP, including that no management or technical approach is required for initial proposal submission, additional information will be accepted but not evaluated, and firms can include more than five projects in their staff qualifications and experience documentation. Subconsultants must meet the insurance requirements specified in the agreement, and firms can submit proposals for categories where they meet some, but not necessarily all, discipline requirements. The specific scope of services, including potential Environmental Impact Statement (EIS) assistance, will be defined at the individual task order level.

SUBJECT: REQUEST FOR PROPOSALS FOR PERFORMANCE OF EXPERT

PROFESSIONAL TRAFFIC DESIGN SERVICES AS REQUESTED ON A

“TASK ORDER BASIS” FOR A FOUR-YEAR TERM (RFP# 6000001923) –

ADDENDUM #7

Dear Sir or Madam:

The following are questions from Request for Proposals (RFP) recipients. The questions and the corresponding Port Authority of New York and New Jersey (the Authority) answers are provided for your information and use, as appropriate.

Question #1: In Attachment A, II. Scope of Work, Letter A. Planning and Design, Item 10, is the expectation to have the Environmental Impact Statement (EIS) prepared by the Consultant for these services?

Answer #1: This request will be at the task order level. The pass/fail criteria are listed in the beginning of the RFP Letter in Section IV. Proposer Requirements and are the only requirements that are required at this time.

Question #2: In Attachment A, II. Scope of Work, Letter A. Planning and Design, Item 10, if the expectation is to provide the data to other Consultants, will separate agreements between the two (or more) Consultant firms be required, or would the Port Authority serve as the umbrella for these efforts?

Answer #2: This information will appear at a task order level, where the specific Scope of Services will be defined.

Question #3: In Attachment A, II. Scope of Work, Letter A. Planning and Design, Item 10, can it be assumed that the EIS assistance would be for new EIS efforts and not those that have already been initiated?

Answer #3: This information will appear at a task order level, where the specific Scope of

Services will be defined.

Question #4: Are subconsultants required to meet the insurance requirements listed in Section

26. Liability Insurance and Workers’ Compensation Insurance of the Agreement?

Answer #4: Yes.

Question #5: Is a management approach or technical approach required?

Answer #5: No. This is not required, as it is not a factor that is considered in the evaluation. A technical and management approach would appear at a task order level, where the specific Scope of Services have been defined. While not required, you may include one with your Proposal, but this is a business decision of a firm.

Question #6: We understand that additional information will be accepted but not evaluated. Will lack of this additional information be viewed negatively?

Answer #6: No.

Question #7: Is it possible that a firm be found to meet the requirements of some disciplines but not others? Will failure to meet one of the Proposer Requirements cause the entire Proposal to fail?

Answer #7: This RFP includes four categories. You may submit a proposal on any and all categories for which you meet the proposer requirements. Firms will be awarded agreements for the categories for which they meet the proposer requirements.

Question #8: For Attachment D. Staff Qualifications and Experience, is a firm limited to five (5) projects? Can a firm show additional projects in the resume?

Answer #8: Yes, you may include additional projects in the resume.

The date for receipt of proposals for the subject RFP remains 2:00 P.M. on February 7, 2024.
