About this file

This document is an Addendum #3 to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for expert professional traffic design services. The RFP (#6000001923) seeks traffic engineering services to be performed on a task order basis over a four-year term, with proposals due by 2:00 P.M. on January 24, 2024. The solicitation covers multiple service areas or subsets including Planning and Design, Safety Support, and other traffic engineering disciplines, with firms required to submit comprehensive proposals detailing their qualifications, personnel, and capabilities.

The addendum addresses six specific questions from potential bidders, clarifying important submission requirements. Key clarifications include: all firms must submit a full proposal even if they already have existing agreements, proposals can be divided into specific service area sections, firms can submit multiple resume variants highlighting subset-specific qualifications, and proposed traffic engineers must be full-time employees. The Port Authority emphasizes that technical evaluations will be based on the individuals proposed in the initial submission, and any subsequent personnel changes must demonstrate equivalent qualifications and experience to those originally presented.

PROFESSIONAL TRAFFIC DESIGN SERVICES AS REQUESTED ON A

“TASK ORDER BASIS” FOR A FOUR-YEAR TERM (RFP# 6000001923) –

ADDENDUM #3

Dear Sir or Madam:

The following are questions from Request for Proposals (RFP) recipients. The questions and the corresponding Port Authority of New York and New Jersey (the Authority) answers are provided for your information and use, as appropriate.

Question #1: If a firm already holds agreement(s) with the Port Authority for other traffic engineering RFPs, will the firm be eligible to receive work under this RFP without submission of a Proposal?

Answer #1: No. In order to be considered for this RFP, a firm must submit a Proposal.

Question #2: Are we permitted a separate write-up for Tab 1 Scope of Services, or should this just be Attachment A as it is?

Answer #2: Tab 1 shall include the blue cover page located on page 8 of the RFP Solicitation Documents. Please continue with the RFP template from there.

Question #3: Should or could the Proposal be divided into sections that apply to the specific service areas/subsets (Planning and Design, Safety Support, etc.)?

Answer #3: Yes.

Question #4: If a firm is submitting a Proposal for multiple subsets, could the firm submit multiple variants of a specific resume or project qualifications to highlight the appropriate qualifications relevant to the specific subset?

Answer #4: Yes, all resumes should indicate what subset they are responding to. Example: John Doe – Traffic Safety.

Question #5: As consideration for task order awards at a later stage, can the Prime firm propose different traffic engineers with a New York or New Jersey Professional Engineer license from those who are proposed for this submission when deemed necessary?

Answer #5: Yes, however note that your technical evaluation is based on the individuals you proposed in your submission. New individuals proposed may not be considered if they do not have in kind qualifications and experience.
