About this file
This document is an Addendum #2 to a Request for Proposals (RFP #6000001923) issued by the Port Authority of New York and New Jersey for expert professional traffic design services. The RFP seeks to establish a four-year contract for traffic design services to be delivered on a task order basis, with proposals due by 2:00 P.M. on January 24, 2024. The addendum clarifies proposer requirements, specifically addressing professional engineer licensing conditions for traffic engineers.
The addendum introduces a key modification to the original RFP requirements, specifying that proposing firms must have a minimum of two (2) individuals with professional engineer licenses in New York or New Jersey, and two (2) individuals with Port Authority District experience. These requirements can be satisfied by the same or different individuals. Notably, the addendum definitively states that traffic engineers with pending license applications will not be accepted, and all proposing firms must have engineers already licensed in New York or New Jersey at the time of proposal submission. Potential proposers with questions are directed to contact Ms. Nicole Kuruszko via the provided email address.

SUBJECT: PERFORMANCE OF EXPERT PROFESSIONAL TRAFFIC DESIGN
SERVICES AS REQUESTED ON A “TASK ORDER BASIS” FOR A FOUR-
YEAR TERM (RFP# 6000001923) – ADDENDUM #2
Dear Sir or Madam:
The Port Authority of New York and New Jersey (the “Port Authority” or “Authority”) hereby amends the subject Request for Proposals (RFP) as follows:
• In the RFP Documents, under IV. Proposer Requirements, Letter B. Planning and Design, B.1., after the first paragraph ending with “Port Authority District,” skip a line and add the following:
Note: The above requirement can be separated such that the firm must have a minimum of two (2) individuals with the required professional engineer licenses in the State of New York or New Jersey, and two (2) individuals with Port Authority District experience. Those may overlap or may be satisfied by four (4) individuals.
The following is a question from RFP recipients. The question and the corresponding Authority answer is provided for your information and use, as appropriate.
Question #1: In the case where the traffic engineers hold professional engineer licenses outside of the State of New York or New Jersey, may we proceed with proposal submission if their applications for New York or New Jersey professional engineer licenses are currently under review?
Answer #1: No. A minimum of two (2) traffic engineers must be licensed in the State of New York or New Jersey at the time of proposal submission.
The date for receipt of proposals for the subject RFP remains 2:00 P.M. on January 24, 2024.
